2 This supplement applies to individuals at all levels who prepare, manage, review, certify, approve, disseminate and/or use official Air FORCE Information Technology assets, software, services, and networks, including the Air National Guard (ANG), Air FORCE Reserve Command (AFRC), and all tenants, satellites, and geographically-separated units, except where noted otherwise. OPR determines no waivers will be granted in this publication. Refer recommended changes and questions about this publication to the OPR using Air FORCE (AF) Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) AFMAN 33-363, Management of Records, and disposed of IAW Air FORCE Records Information Management System (AFRIMS) Records Disposition Schedule.

Major changes include asset accountability requirements, changes in Equipment Control Officer (ECO) Roles and Responsibilities, and asset removal requirements. (Added) The Host APO for KAFB will be the 377th MSG/SC Commander, Director. (Added) Host APO may appoint a Tenant Equipment Control Officer (TECO) for direct support of base mission partners. Authorization may be revoked for non-compliance with this supplement.

4 (Added) Authorization for a TECO must be identified in a Host Tenant Support Agreement (HTSA). A Memorandum for Record (MFR) may be used temporarily until an HTSA can be implemented or amended. An HTSA must be renewed annually. (Added) Host APO may authorize direct shipments of assets to TECO locations. Authorization may be revoked at the discretion of the Host APO. (Added) Tenant APOs will annually provide a serialized list of all IT devices, sorted by network ( Siprnet, Niprnet). (Added) Tenant APOs will submit all IT requirements to the 377 MSG/SC in accordance with Chapter 2 of the supplement. (Added) Appoint a Base Information Technology Manager (BITM) (Added) Will review requests for IT resources, locally and in Air FORCE Way (AFWAY), to determine re-usability of any available bench stock assets.

5 Must ensure all bench stock for similar items are depleted prior to approving a new purchase request. Requests may be approved when similar stocked assets do not meet the mission requirements. (Added) Assist in the initiation of Reports of Survey. (Added) Will complete account compliance inspections. Inspections will be completed at a minimum of every 3 years. Inspections may run in conjunction with 1 or 3 year inventories cycles. (Added) Will complete ECO training as directed by the 38th Cyber Readiness Squadron (CYRS) and the BITM. (Added) Will provide annual recertification training to unit APOs, and any appointed property custodians. (Added) Will report any account delinquency to the 377 MSG/SC on the first day the account becomes overdue, and every 30 days thereafter until the inventory has been completed.

6 (Added) May direct the use of hand receipts to ensure asset accountability. (Added) Base Equipment Control Officer (BECO) will: (Added) Be appointed by the Host APO. (Added) Comply with all ECO requirements. AFMAN17-1203_KIRTLANDAFBSUP 2 NOVEMBER 2018 3 (Added) Update and maintain the base Automated Data Processing and Equipment (ADPE) website. (Added) Maintain a government provided bench stock of IT assets, parts, and toner supplies. (Added) Manage all ADPE "house" IT accounts supporting the 377 MSG/SC. (Added) Remove, degauss and destroy all hard drives or other persistent memory devices. (Added) Receive, degauss and destroy all non-classified hard drives from units within the ECOs sphere of control. (Added) Refuse all classified drives or systems.

7 All devices must be downgrade prior to accepting receipt. If any classified drive is identified, will immediately notify proper authority. (Added) Check all system drives for classified media. If any classified media is identified, they will immediately notify proper authority. (Added) Receive all electronic assets and dispose or scrap accordingly. (Added) Receive/pickup, warehouse, label, distribute or deliver, all new and excess assets for 377th units. Pickup and delivery services for tenant organizations must be identified in an HTSA. (Added) Palletize, shrink-wrap, and coordinate IT asset disposition with the regional Defense Logistics Agency (DLA) Facility. (Added) Provide initial and annual recertification training for all unit APOs or their appointed Equipment Custodian (EC).

8 (Added) Input, manage and track all submitted IT service and technical requirements for the 377 MSG/SC, in accordance with Chapter 2 of this supplement. (Added) Tenant Equipment Control Officer (TECO) will: (Added) Be appointed by the unit APO when authorized by HTSA. (Added) Comply with all ECO requirements and BECO guidance. (Added) Manage and update unit specific property account records. (Added) Provide initial and annual recertification training for all unit APOs, or their appointed equipment custodians under their sphere of control. (Added) May directly receive and store assets if authorized in an HTSA. (Added) Not be less restrictive than the requirements defined in this supplement. (Added) The unit APO is the primary custodian for all organizational IT equipment accounts, but may assign alternate custodians to directly manage assets, complete inventories, receive and transfer equipment, process AFWAY orders and submit IT requirements.

9 (Added) Will provide an appointment letter to the 377 MSG/SC ADPE office on initial appointment, and renewed after completion of an inventory. Appointment letters must 4 AFMAN17-1203_KIRTLANDAFBSUP 2 NOVEMBER 2018 contain the account number(s), and the full name, rank, email and phone number of the unit APO, and any assigned alternates. (Added) Must attend training provided by an ECO if an alternate custodians has not been appointed. (Added) Hardware Accountability. (Added) Ensure all accountable IT hardware assets are shipped to an ECO. Unit APOs may not directly receive IT assets identified for inclusion in an accountable property system. (Added) Ensure all assets are properly labeled and tracked.

10 (Added) Excess all unused assets within 45 days of determination of usability. (Added) Downgrade /declassify all systems and drives prior to excess turn-in. Will remove all classified markings from downgraded systems and drives. (Added) Check and remove all media from internal drive readers. (Added) Hand receipt any asset not directly within the unit sphere of control. (Added) Hand receipts must be renewed before completion of an inventory. (Added) Will not move or replace any enterprise asset without approval from the 377 MSG/SC. (Added) Approval for moves or changes to enterprise assets must be coordinated with the 377 MSG/SC, IAW chapter 2 of this supplement. (Added) Ensure appointed custodians complete annual ADPE training.
