2 Tactical Combat Casualty Care (TCCC) training and establishes training objectives, implementing AFTTP , USAF Medical Support for SPECIAL Operations Forces (SOF), and AFPD 48-1, Aerospace medicine Enterprise. This pamphlet provides guidance for the command's TCCC program designed for all military (enlisted and officer) personnel and designated civilians. This pamphlet applies to AFSOC operational medical personnel and AFSOC SPECIAL Tactics medical and pararescue personnel. AFSOC operational medical personnel are defined as those assigned to AFSOC medical unit type codes (UTCs), as outlined in this pamphlet, paragraph , as well as other specific medical personnel assigned to SPECIAL Operations Forces (SOF) line units and Air FORCE SPECIAL Operations Air Warfare Center (AFSOAWC), to include AFSOC-gained Air National Guard (ANG) and Air FORCE Reserve Command (AFRC) units.

One of United States SPECIAL Operations Command's (USSOCOM) priorities is eliminating preventable loss of life on the battlefield. National Association of Emergency Medical Technicians (NAEMT) Tactical Combat Casualty Care (TCCC) guidelines were developed to ensure SPECIAL Operations Forces (SOF) units suffering casualties on the battlefield are able to respond with actions that provide the best possible medical care and tactics consistent with the battlefield environment. TCCC. provides evidence-based advances in pre-hospital medicine to preserve life, limb, and eyesight in a deployed environment or during contingency operations.

5 Note: IAW AFI. 36-2644, Self-Aid and Buddy Care Training, 19 Aug 14, paragraph , states that the AFSOC TCCC training course fulfills both TCCC and SABCCBT/Skills . Responsibilities. Headquarters Air FORCE SPECIAL Operations Command (HQ AFSOC). AFSOC/SG. Establishes, reviews, and approves AFSOC's TCCC policy and objectives for all AFSOC units. AFSOC/SGX. Provides professional and technical guidance on AFSOC TCCC. programs and approves implementation of programs and distribution of products based on current TCCC guidelines. Assists with the development of objectives, course curriculum, and lesson plans as directed by AFSOC/SG.

6 Appoints AFSOC TCCC advisor for training and administrative management. Certifies AFSOC TCCC instructors. AFSOC TCCC Advisor. TCCC advisor will ensure personnel use the approved AFSOC TCCC. training course (NAEMT/AF SABC components) throughout the command. Provide consultation and coordination for base/geographically- separated unit (GSU) level TCCC Advisors. Maintain roster of AFSOC/SG approved TCCC instructors and monitors. Maintain roster of all personnel who have successfully completed TCCC. Develop objectives, course curriculum, and lesson plans as directed by AFSOC/SG and ensures dissemination to the unit levels.

7 Base/ Geographically-Separated Unit (GSU)/Unit-Level Responsibilities. Base/GSU (Group). Base/GSU Commanders with a required TCCC program (IAW. United States SPECIAL Operations Command (USSOCOM) message DTG: AFSOCPAM48-2 6 AUGUST 2015 3. 222016Z Mar 05; Requires the completion of Tactical Combat Casualty Care within 6 months of deployment), will ensure sufficient training materials are present to conduct required TCCC training. AFRC and ANG units retain responsibility for their personnel even when co-located with active duty units. AFRC and/or ANG units may attend and/or consolidate TCCC training with other (AF, AFRC and/or ANG).

8 Units for program efficiency. Consolidated training programs should be clearly defined in an agreement outlining each unit's TCCC training program roles and responsibilities. Must appoint a primary and alternate Wing TCCC Advisor to manage the TCCC program. Wing CCs may delegate appointing authority to other wing staff. For installations with more than one wing, the host wing may provide a centralized installation Wing TCCC Advisor position. Other tenant/co-located wings then appoint Unit TCCC Monitor(s) to support the host installation's Wing TCCC Advisor.

9 A centralized installation advisor position with supporting monitors creates a streamlined structure for program execution and/or inspection. Unit Commanders. Unit Commanders with a required TCCC program (IAW. USSOCOM message DTG: 222016Z Mar 05; Requires the completion of Tactical Combat Casualty Care within 6 months of deployment), will ensure sufficient training materials are present to conduct required TCCC training. Ensures personnel requiring TCCC training receive training and maintain their certification. Unit commanders will appoint a unit TCCC monitor to manage the unit's TCCC program.

10 Appoints unit TCCC instructors. Unit TCCC Monitors. Monitor must be certified to teach TCCC. Conduct evaluations on unit TCCC instructors every 24 months for proficiency. Forward copy of monitor and instructor appointment letters to AFSOC TCCC advisor. Assist commanders with selection of unit personnel for TCCC. instructor training courses. Selection of instructors will consider the need for flexibility in training schedules and continuity when instructors leave the unit. Report quarterly statistical data to AFSOC TCCC Advisor. Reports must include but are not limited to student names, unit, date of course completion, and percentage of unit trained.
