This instruction implements publications, AFI 24-101, Passenger Movement and AFI 24-114, Air Transportation Operations (Non-Aerial Port). This instruction establishes policy and procedures for passenger processing and baggage handling and provides uniformity, standardization, and guidance for orderly and efficient passenger operations.

This volume applies to all active duty, Air Force Reserve COMMAND (AFRC) units, Air National Guard (ANG) units upon mobilization, and all other agencies operating Passenger Terminals on behalf of the Air MOBILITY COMMAND (AMC). Ensure all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS.)
