2 In addition, this Guidance Memorandum implements the use of, and provides guidance on, the Air FORCE 's Standardized vehicle Training Packages. Furthermore, guidance regarding Command and Control Vehicles (CACV), and Domicile-to-Duty (domicile) restrictions have been revised. Lastly, this guidance memorandum clarifies terminal transportation as it applies to military and civilian terminals. The changes set forth in this Guidance Memorandum are effective immediately. This memorandum becomes void after one year has elapsed from the date of this memorandum, or upon publication of an Interim Change or rewrite of the affected publication, whichever is earlier. 3 ATTACHMENT. Guidance Changes (Add) Appoint, in-writing, two 2T1 TVO examiners per installation, identified in different AEF bands, to conduct vehicle performance tests (see Attachment 6) who have met the following qualifications: (Add) Each appointed examiner will be: (Add) an Active Duty, Air National Guard or Reserve member who is at least a Staff Sergeant or above, and who has completed 7-level upgrade training. Or, (Add) a DoD civilian or contractor who holds, at a minimum, a Class A Commercial Driver's License (CDL) and Hazardous Material endorsement. (Add) Host Nation local national employees will not serve as TVO Examiners. (Add) Appointed examiners will not be assigned to the same AEF band. (Add) Each appointed examiner at installations identified by AF/A4LR that have transitioned to the AAMVA model: (Add) Must have completed the Training, Validation and Operations (TVO) Examiner CBT on ADLS.

4 (Add) Must have completed an American Association of Motor vehicle Administrators (AAMVA) accredited training course. (Add) Waivers to examiner qualifications or to the two examiner per base maximum will be considered on an individual basis. Submit waivers, using AF Form 673, Air FORCE Publication/Form Action Request, to AFIMSC/IZSL, AFRC/A4R or ANG/A4R (as appropriate). for approval by AF/A4LR. (Add) Provide appointment letter to AF/A4LR. (Add) Note: Once identified, AF/A4LR coordinates applicable training for examiner candidates. (Replace) Ensure budget, manpower, facilities (including certification sites) and resources are utilized efficiently and effectively. Use tracking systems for utilization, replenishment and allocation of programs to ensure personnel are provided the equipment and resources needed.

(Replace) Military and Commercial Terminal Transportation: Use of resources to support administrative activities, for which sufficient public transportation or commercial services exist to fulfill the need, detracts from direct mission support and should be avoided. To that end and as defined elsewhere in this publication, other, more cost effective and responsive means of transportation will be utilized to support administrative activities such as military and commercial terminal transportation.

8 (Note: Terminal transportation is not authorized in the National Capital Region (NCR) and Pentagon Area IAW DoD Administrative INSTRUCTION 109, Use of Motor Transportation and Scheduled DoD Shuttle Service in the Pentagon Area. See AFDW/A4T for specific guidance). (Replace) Transportation between domicile or place of employment and transportation terminals is authorized when at least one of these conditions is met: (Replace) Official non-DoD visitors when officially invited and approved by the installation commander or other competent authority (delegated in-writing by the installation commander), may be provided GMV support, fare-free between transportation terminals and visitation point (limited to local area travel) to take part in base activities in the interest of community relations. (Remove) (Replace) MAJCOM, NAF, and Installation Commanders: When a permanently assigned vehicle is authorized, Installation, NAF, and MAJCOM commanders may use that GMV for on-base travel to locations and tasks related to personal health and sustenance (except member's residence).

9 This authorization accommodates the commander's responsibility to AFI24-301_AFGM2017-02 20 NOVEMBER 2017 5. ensure an immediate response capability and to facilitate travel to meet official responsibilities. Permanent party official use rules (paragraph ) apply for off-base travel and stops. All other official use constraints as described in this chapter, including the provisions on dependent and family member travel, apply. (Add) When a telecommunications-equipped, permanently assigned vehicle is authorized, this authorization is extended to OG/CCs performing their duties in connection with on-going flight operations. (Add) This authorization shall not be interpreted as authority to use the GMV for routine stops at their residence or other domicile-to-duty transportation. (T-0). (Replace) Personnel Authorized Domicile-to-Duty Transportation without provisions: 31 1344, is the authority for use of government transportation between a residence and place of employment. Section 1344 (b) designates specific positions authorized domicile-to-duty transportation; the SECRETARY of the Air FORCE (SecAF) and the Chief of Staff of the Air FORCE (CSAF) are the only two positions authorized domicile-to-duty transportation under the statute. (T-0). (Replace) The authorization for domicile-to-duty under this paragraph will not exceed 15 consecutive days.
