1 Cooperating Deer Processors and Taxidermists, High-risk Parts Dumpsters, Deer Head Collection Containers Updated November 17, 2020 Why are there restrictions on the movement of High-risk parts? High-risk parts contain the highest concentration of CWD prions and pose a risk of spreading CWD to other deer and elk if exposed. Therefore, regulations prohibit the removal or export of the High-risk parts of cervids harvested, taken, or killed, including by vehicular accident, from within any Disease Management Area established within the Common-wealth. Regulations also prohibit the importation of the High-risk parts into Pennsylvania from any CWD positive state.

2 The movement of High-risk carcass parts is a potential avenue through which CWD could be spread. What are High-risk carcass parts? High-risk carcass parts include: head (including brain, tonsils, eyes, and lymph nodes); spinal cord/backbone (vertebra); spleen; skull plate with attached antlers, if visible brain or spinal cord material is present; cape, if visible brain or spinal cord material is present; upper canine teeth, if root structure or other soft material is present; any object or article containing visible brain or spinal cord material; and brain-tanned hide. While deer taken within the DMA can be taken to any processor located within that DMA, it is unlawful to remove the High-risk parts of a deer from any DMA UNLESS it is being taken to an approved location.
