2 Sothat they may serve as an international point of reference. The SPECIFICATIONS do notconstitute an endorsement or warranty of the use of a particular pesticide for aparticular purpose. Neither do they constitute a warranty that pesticides complyingwith these SPECIFICATIONS are suitable for the control of any given pest, or for use in aparticular area. Owing to the complexity of the problems involved, the suitability ofpesticides for a particular application must be decided at the national or , the preparation and use of pesticides complying with thesespecifications are not exempted from any safety regulation or other legal oradministrative provision applicable thereto.
3 FAO shall not be liable for any injury,loss, damage or prejudice of any kind that may be suffered as a result of thepreparation, transportation, sale or use of pesticides complying with thesespecifications. Additionally, FAO wishes to alert users of SPECIFICATIONS to the fact thatimproper field mixing and/or application of pesticides can result in either a lowering orcomplete loss of efficacy. This holds true even where the pesticide complies with thespecification. Accordingly, FAO can accept no responsibility for the consequences ofimproper field mixing and/or is not responsible for ensuring that any product claimed to comply with FAOspecifications actually does so.

Furthermore it doesnot undertake to insure anyone who utilizes these SPECIFICATIONS against liability forinfringement of any Letters Patent nor assume any such 4 of 20 dicamba SPECIFICATIONS 2001 INTRODUCTIONFAO establishes and publishes SPECIFICATIONS * for technical material and relatedformulations of plant protection products with the objective that these specificationsmay be used to provide an international point of reference against which productscan be judged
5 Either for regulatory purposes or in commercial 1999 the development of FAO SPECIFICATIONS follows the New Procedure,described in the 5th edition of the Manual on the development and use of FAOspecifications for plant protection products (FAO Plant Production and ProtectionPage No. 149). This New Procedure follows a formal and transparent evaluationprocess. It describes the minimum data package, the procedure and evaluationapplied by FAO and the Experts of the FAO Panel of Experts on PesticideSpecifications, Registration Requirements, Application Standards and Prior InformedConsent.
6 FAO SPECIFICATIONS now only apply to products for which the technical materials havebeen evaluated. Consequently from the year 2000 onwards the publication of FAOspecifications under the New Procedure has changed. Every specification consistsnow of two parts namely the SPECIFICATIONS and the evaluation report(s):Part One: The Specification of the technical material and the related formulations ofthe plant protection product in accordance with chapter 4, 5 and 6 of the5th edition of the Manual on the development and use of FAOspecifications for plant protection products.
7 Part Two: The Evaluation Report(s) of the plant protection product reflecting theevaluation of the data package carried out by FAO and the Panel ofExperts. The data are to be provided by the manufacturer(s) according tothe requirements of Appendix A, annex 1 or 2 of the Manual on thedevelopment and use of FAO SPECIFICATIONS for plant protection products and supported by other information sources. The Evaluation Reportincludes the name(s) of the manufacturer(s) whose technical material hasbeen evaluated.
8 Evaluation reports on SPECIFICATIONS developedsubsequently to the original set of SPECIFICATIONS are added in achronological order to this SPECIFICATIONS under the New Procedure do not necessarily apply to nominallysimilar products of other manufacturer(s), nor to those where the active ingredient isproduced by other methods of synthesis. FAO has the possibility to extend the scopeof the SPECIFICATIONS to similar products, but only when the Panel of Experts has beensatisfied that the additional products are equivalent to those which formed the basisof the reference specification.
