1 Resolution NO. 151-ASeries of 2021 November 28, 2021 WHEREAS,Section15 ArticleIIofthe1987 ConstitutionstatesthattheStateshallprote ctandpromotetherighttohealthofthepeoplea ndinstillhealthconsciousnessamongthem;WH EREAS,Section2(b) ( )mandatestheInter-AgencyTaskForcefortheM anagementofEmergingInfectiousDiseases(IA TF)topreventand/orminimizetheentryofsusp ectedorconfirmedpatientswithemerginginfe ctiousdiseasesinto the country;WHEREAS,pursuanttotheMemorandumf romtheExecutiveSecretarydated10 September2021,theIATF wasauthorizedtoapproveanymodificationsto thelistofRedCountries,subjecttothefavora blerecommendationsoftheDepartmentofHealt handDepartment of Foreign Affairs;WHEREAS,anewCOVID-19variant, of Concern, was first detected in Botswana and has since been detected in South Africa.
2 NOW,THEREFORE,BEITRESOLVED,asitisherebyr esolved,thatupontherecommendationsoftheT askForceonCOVID-19 Variants,thefollowingbordercontrolmeasur es shall be put in place until 15 December 2021 ,thetestingandquarantineprotocolsforcoun tries/jurisdictions/territoriesclassifie das Green Red, thetestingandquarantineprotocolsforallin boundinternationaltravellersinallportsof entryshallcomplywiththetestingandquarant ineprotocolsfor Yellow to their country of origin upon the date of their ( ) ( ),1asamended,fromGreenListcountries/juri sdictions/territoriesshallbetemporarily ,Botswana,Namibia,Zimbabwe, lesotho ,Eswat ini,andMozambiquewhereintravelrestrictio nshavebeenimposed,Austria*,CzechRepublic *,Hungary*,TheNetherlands*,Switzerland*, BelgiumandItalyshallbeplacedinthe Red Red, thefollowingprotocolsshallbe in ,regardlessofvaccinationstatus,comingfro morwhohavebeento RedList countries/jurisdictions/territorieswithi nthelastfourteen(14)
3 ,non-government-initiatedrepatriation,an dBayanihanFlightsmaybeallowedentrysubjec ttotheprevailingentry,testing,andquarant ineprotocols for Red List countries/ (14)daysimmediatelyprecedingarrivaltothe Philippines,whoarrivebefore0001 HofNovember30,2021,shallnotbesubjecttoth isrestrictionfromentry,butshallneverthel essberequiredtoundergofacility-basedquar antineforfourteen(14)dayswithtestingonth eseventh7thday,withday1beingthedateofarr ival,notwithstandinganegativeReverseTran scription - Polymerase Chain Reaction (RT-PCR) ,passengerswhohavealreadyarrivedpriorto2 8 November2021andarecurrentlyundergoingqua rantinepursuanttotheclassificationsofthe ircountryoforigin,asthecasemaybe,shallco mplete their respective testing and quarantine ,whetherFilipinosorforeigners,merelytran sitingthroughtheaforementionedcountriess hallnotbedeemedashavingcomefromorhavingb eentosaidcountryiftheystayedintheairport thewholetimeandwere not cleared for entry into such country by its immigration authorities.
