GOVERNOR This report is being produced pursuant to a Supplemental Report of the 2017-18 Budget Act (Item 4700-101-0001), which reads: Beginning July 2017, the Department of Community services and Development shall provide quarterly briefings to the Legislature and key stakeholders on the status of current and future procurement processes for the Low- INCOME WEATHERIZATION PROGRAM (LIWP). For implementation of any current contracts, including LIWP Phase II, the updates shall include, but not be limited to, (a) a summary of the contract agreements, (b) expenditure reports, (c) the number and specific geographic location of residents served, (d) other outcome information to demonstrate performance and effectiveness under the contracts, (e) an explanation of any administrative or programmatic challenges that the department or local organizations have faced in implementing the regional administrator model, and (f) details around the number of locally based organizations working with the regional administrators.

4 For any future procurement processes, the updates shall include, but not be limited to (a) information and justification of any changes to the procurement process and (b) details on how stakeholders have been engaged in any upcoming changes to the procurement process. Updates shall also include information on how LIWP funding from prior years has been spent (including identifying barriers to spending the full allocation). Written materials prepared by the department documenting and tracking the information requested in this language over time is expected at each of the quarterly briefings. 5 Summary California s Low- INCOME WEATHERIZATION PROGRAM (LIWP) provides low- INCOME households with: Rooftop Solar PV energy Efficient Heating & Air Conditioning energy Efficient Appliances & Lighting Window Replacement Solar Water Heaters & more [California] has also taken the lead on a lesser-known front: confronting the interwoven issues of poverty and pollution by funneling hundreds of millions of cap-and-trade dollars into bringing free renewable energy , energy efficient upgrades, and technical assistance to the dwellings of its most vulnerable citizens. "Green Upgrade: How California Is Pioneering energy Justice ," Yale Environment 360, July 30, 2018 California s Low- INCOME WEATHERIZATION PROGRAM (LIWP) provides low- INCOME households with solar photovoltaic (PV) systems and energy efficiency upgrades at no cost to residents.

6 Administered by the California Department of Community services and Development (CSD), LIWP is part of California Climate Investments, a statewide PROGRAM that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas (GHG) emissions, strengthening the economy, and improving public health and the environment particularly in disadvantaged communities and other priority population low- INCOME communities and households. LIWP is designed with the primary goal of reducing greenhouse gas emissions by saving energy and generating clean renewable energy . But just as importantly, the PROGRAM reduces residential energy expenses for low- INCOME households. LIWP funds energy efficiency upgrades and solar for both low- INCOME single-family households and multi-family affordable housing.

7 These improvements improve household conditions while reducing living expenses for residents strengthening their economic security and contribute to the health of communities through improved air quality. They also help lower operating costs for affordable housing operators, helping to preserve valuable below-market housing for low- INCOME families. LIWP is the only PROGRAM of its kind in California that focuses exclusively on serving low- INCOME households with solar PV and energy efficiency upgrades at no cost. By doing so, the PROGRAM plays an important role in ensuring that all Californians have the opportunity to benefit from the State s Climate Investments and PROGRAM services .

8 LIWP also helps cushion the impact of climate change on vulnerable communities, making it more affordable for low- INCOME households to keep their homes cool and comfortable at a lower cost whether through energy efficient air conditioning or improved insulation and protect children and seniors from the health impacts of higher temperatures. And, as many low- INCOME Californians are already struggling to make ends meet and spending a higher proportion of their INCOME on housing than ever before LIWP can help by lowering utility bills and freeing up limited disposable INCOME for other critical expenses.
