In former times it was forbidden. This change has come about due to a concern for an ever increasing world population and available cemetery space, especially in the European countries. In some countries a funeral plot can only be rented. After a set number of years the same plot is made available to receive another person's remains. This concern, along with a wider acceptance of the practice of cremation, has led the Church to change its discipline regarding cremation.

7 The Church has one non-negotiable regulation about cremains. For there to be a Catholic funeral service with the cremains, they must be buried either in the earth or in a properly constructed columbarium. They are not to be kept on a shelf in anyone's home, or strewn about over a body of water or tract of land. MORE. Care more than others think necessary. Trust more than others think wise.
