1 Municipal Minimum Competency (MMC) Levels training programme Stellenbosch University Bellville Park Campus, Carl Cronje Drive, Bellville January to December 2012 This programme provides another opportunity for Municipal Accounting Officers, Chief Financial Officers, Senior Managers, Other Financial Officials; Heads of Supply Chain Management and Supply Chain Management Officials to adhere to the prescriptions of Sections 83, 107 and 119 of the Local Government: Municipal Finance Management Act 56 of 2003 and Municipal Regulations on Minimum Competency Levels (RSA, Government Gazette 29967, 2007) 2 THE REQUIREMENT: The Municipal Regulations on Minimum Competency Levels (RSA, Government Gazette 29967, 2007) provide for the Competency requirements per post as set out in the table below. The Regulations also set out the required work experience and Minimum qualifications.
2 In some of the posts, the Certificate in Municipal Financial Management (SAQA ID 48965) is provided as alternative to a formal Higher Education Qualification. The Unit Standards required for this Certificate are also indicated in the table below. PARTICULARS OF THE programme : The School of Public Leadership has already been providing MMC training in all the Western Cape Districts as well as in many municipalities. There is however a need for individuals who have not yet started the programme or who still need to complete particular Unit Standards to be provided another opportunity to do so. This programme at the Bellville Park Campus provides such an opportunity. The Unit Standards are scheduled below and the costs indicated per Unit Standard. Participants that have been registered for participation in the full programme at any of the other programmes presented by the SPL of Stellenbosch University and could not attend particular Unit Standards due to official work directives preventing them from attending may follow a MAXIMUM OF TWO outstanding Unit Standards at a price making up the difference between the Unit Standard price of the original programme and this particular programme , 3 provided that a formal letter signed by the Senior Manager (or Municipal Manager in the case of Senior Managers) and head of HR is submitted.
