2 / ChairmanCommissionerof IndustriesI Directorof Representativeof , , (if any) willhavethe finalauthorityto sanctiondiagnosticstudyreportandto monitortheimplementationof the NationalLevelwillonlylookintothe ,if a detailedprojectreportis finallyapproved,a sumof (Tenlakh)willbe consideredas a contributionby the SpecialPurposeVehicle(SPV)towardsthe approvalof the diagnosticstudyreportby the StateLevelProjectSteeringCommittee,imple mentationof soft interventions,the detailedprojectreportearlierapprovedby the StateCommittee,willbe takenup by the SteeringCommitteeof the MSE-CDP(under~ the Chairmanshipof ~ecretary,MSME)for 1-SteeringCommittee,beforegivingin-princ ipleapproval,wouldlookintothe followingrequirementsalso.
3 (i)Theclustermusthaveidentifiedthe membersfor proposedSPYandthemethodologyof formingthe SPY.(ii)It musthaveidentifiedthe land for implementationof beingdoneto ensurethat afterthe in-principleapproval,the proposalisbroughtto finalityat the earliestand it shouldcomebeforethe SteeringCommitteefor validfor threemonthsand it is expectedthat the projectwillbe madereadyfor finalapprovalwithinthis case,completeproposalis not receivedin threemonths,it will automaticallylapse,unlessit is specificallyspecifiedby the be placedin the SteeringCommitteeof the MSE-CDPunderthe Chairmanshipof Secretary(MSME)for finalapprovalafterfulfilmentof the followingconditions:a.
4 Landprocuredand registeredin the nameof case of leasedpremises,theleaseshouldbe legallytenablefor a fairlylongdurationof 15 yearsin the Submissionof appraisedDetailedProjectReport(DPR)by SIDBI/ Bank(if bankfinancingis involved)/ Detailsof the Shareholdingof the SPYand ProjectSpecificaccountin ScheduleA project(settingup of CFC)shouldbe completedwithintwo yearsfromthe dateof ,extensionwouldbe grantedfor a periodof six monthssubjecttoconditionthattherewouldbe reductionof up to 10%of GoI shareand the sameto beborneby the SPYas extensionwouldbeapprovedin the SteeringCommitteeof the releasedto the ImplementingAgency(StateJUTG overnmentAgency)on the basisof the physicalprogressand actualexpenditureincurredon fundsprioritywiseto differentprojectshaveto be decidedby Plantsand Machineries(P&M)
5 Are approvedin the SteeringCommitteeofthe MSE-CDP,the samewouldnot be consideredfor changes,unlesstheyare goingforhigherversionor adoptingnew the cost of projectabovethesanctionedamount,due to any reasonwill be borneby the Spy / 2 - the SPYor the beneficiariesshareshouldbe ,StateGovernmentmayreleasetheircompletes hareeitherin one go or proportionatelyin the ratioof 40:30:30and the sameshouldbe releasedpriorto releaseof casethe Statesharereleasedis high,the GoIgrantwillbe releasedproportionately,but not morethan50%as releasedin twoinstalmentsin the ratioof30 the membersof the clusterand theirdetails,to be uploadedon MSMEDataBankand UdyogAadhaar(UA).
