The reclassification and promotion of Dr. Michael Isaac, on a temporary full-time basis, within the Department of Health, within the classification of Medical Officer 3 (MN3), within the salary range of $283,242 to $307,621 per annum, is approved. The starting salary is $283,242 ($10, bi-weekly), plus qualification pay of $51,980 per annum ($1, bi-weekly). 2. This ORDER is effective July 1, 2014 , and continues until it is revoked. 3. ORDER in COUNCIL 380/2013 is rescinded, effective July 1, 2014 . AUTHORITY The Civil Service Act, c. C110, states: Appointments by commission 15 Subject as herein otherwise provided, appointments, transfers, and promotions to positions, and reclassifications to positions having a lower maximum salary, shall be made by the commission subject to the approval of the Lieutenant Governor in COUNCIL .
2 Retroactive appointments 17(2) The commission may make an appointment, transfer, or promotion of an employee to a position effective retroactively to a date prior to the date on which it is made if the employee had actually assumed the duties of the position on or before the date that the appointment, transfer or promotion is effective. BACKGROUND 1. Dr. Michael Isaac was appointed by the Minister of Health as a Medical Officer of Health for the Province of Manitoba, effective September 23, 2013, in accordance with section 18 of The Public Health Act ( c. P210) and sections 3 and 4 of the Public Health Personnel Regulation (Manitoba Regulation 28/2009). 2. ORDER in COUNCIL 380/2013, approving Dr. Isaac s classification and salary as of September 23, 2013, is replaced by this ORDER . No.
