It in-cludes policy statements, operating tasks,and rules in support of operating tasks. 10 In the rankof colonel or the civilian grade Resources Command is a field op-erating agency to the proponent may request a waiver to thisr e g u l a t i o n b y p r o v i d i n g j u s t i f i c a t i o nwhich includes a full analysis of the ex-pected benefits and must include a formalreview by the activity s senior legal offi-cer. All waiver requests will be endorsedby the commander or senior leader of therequesting activity and forwarded throught h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent.
