1 position : Senior Logistics Specialist Location: Aberdeen, MD Clearance: TS required position Overview: The Senior Logistics Specialist position is able to support and advise the Product Manager Meteorological and Target Identification Capabilities (PM MaTIC) on aerostat operations, general programmatics, and serves as a technical advisor in support of Intelligence Surveillance and Reconnaissance (ISR) systems. Responsibilities: Define plans, programs, procedures, and various operational issues that are critical to the PdM systems to accomplish their mission. Resolve technical issues using Logistics processes, standards, systems, and/or reporting tools. Provide expertise and recommendations in aerostat logistic operations that includes but is not limited to: safety considerations and certifications; development and vetting of logistic support in OCONUS environments.
2 Gather and analyze Logistics data for budget planning, develop Logistics support strategies for material acquisition process, create Logistics portion acquisition documents, develop Logistics timelines, and determine manpower and personnel, as well as inputs to training requirements. Review the development of operational data monitoring opportunities to identify and resolve operations-related and mission-critical data quality issues affecting system performances and warfighter support. Advise and assist the PdM leadership and staff with analysis, report development, organizational assessments, and productivity improvements to ensure continual refinement of aerostat Logistics . Advise the Product Manager on the coordination of PM MaTIC efforts and evaluate their progress and shall be able to advise the Product Manager of resource adjustments based on progress required to meet short term objectives and long term program strategies.
3 Provide corporate type expertise and leadership for the strategic evolution of the Aerostat program and Program of Record (POR) function of the PM. Manage and provide oversight of IPTs, working groups, and processes on aerostat operations and serve as a member of various internal groups and committees as needed. Review and recommend training opportunities, coursework, and checklists, tip-sheets to guide staff on best practices and awareness of accountability for system operations, quality data, completeness, and timeliness. Serve as expert advisor for the PM on issues involving strengthening the information quality, staff culture, and association with other Government projects and programs from inception to final delivery.
4 Understand aerostat helium requirements with the ability to forecast operational use data within a war zone with a very low margin of error. Perform Logistics analysis on similar large-scale platforms to determine areas and efforts for potential logistical improvements if the two systems were to be managed together under one program. Assist in reset and retrograde efforts for aerostat systems needed to meet an Army Program of Record requirement. Perform other related duties as required. Necessary Experience: Intimate and extensive knowledge of Joint (specifically both Army and Air Force) Logistics procedures, processes and regulations as well as experience as a Contingency War Planner with specialized skills interpreting Combatant Commander Requirements and applying strategies to meet both strategic and operational Logistics requirements to support aerostats deployed in a deployed wartime area of operations.
5 Experience using the Department of Defense Joint structure to obtain strategic logistic support, and experience using the Joint Operational Planning and Execution System (JOPES) integrated database. Experience in the Military Standard Requisitioning and Issue Procedures (MILSTRIP) process to procure Government provided critical support assets for use by the Contractor in operation and sustainment of the system that are unable to be sourced and provided by the Original Equipment Manufacturer (OEM). Experience in preparation of required documentation needed to complete the approval and addendums for Urgent Materiel Release (UMR) requirements; skilled in developing comprehensive Memorandums of Notification (MoN), and Technology Deployment Plans (TDP) to detail and reviewing Safety documents; has allowed the PdM to field a materiel solution rapidly to meet a capability shortfall.
6 In-depth and broad aerostat system historical knowledge and continuity for the continued coordination with the integrated product teams overall programmatic support; information provides data to include support of accurate IGCEs, budgeting and funding requirements, ECRs, contractual development and structure, and informed Program Management decisions. Experience with all Integrated Logistic support function across total program life cycle management functions with the ability to execute all facets of life cycle sustainment. Education and Requirements: Seven (7) years of experience of hands-on experience with military Logistics efforts. Two (2) plus years providing daily oversight of mid to large scale aerostat logistical tasks both CONUS and OCONUS (aerostats of 20 meters or greater in length).
7 TOP SECRET Security Clearance Preferred Experience / Skills: Bachelor s degree Ten (10) years of experience of hands-on experience with military Logistics efforts. Three (3) plus years providing daily oversight of mid to large scale aerostat logistical tasks both CONUS and OCONUS (aerostats of 20 meters or greater in length). Experience coordinating US TRANSCOM processes to support movement of assets through both Channel and TPFFD, and in fielding, resupply, retrograde and reset actions needed to provide Life Cycle Support for deployed aerostat program. Experience in navigating the DLA-E polices to obtain helium support for both CONUS and OCONUS support requirements. Experience in all ten (10) of the Integrated Logistics Support elements required to keep aerostats operational within Afghanistan with the ability to accurately translate the support requirements across the entire spectrum of Logistics support into contract PWS and Memorandums of Agreement (MOA) with supporting organizations, as well as focused understanding of all Logistics support requirements and the ability to forecast requirements in terms of funding for FY14 and beyond.

Must be able to physically perform the basic life operational functions of finger dexterity, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion. Must be able to perform medium lifting exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and /or up to 10 pounds of force constantly to move objects.
