I wanted to know if it is possible for a small woman owned concrete business in stockton to bid on the concrete portion only of the work or do we have to go through a bigger company that is bidding as a prime contractor for the jobs? Answer : Your Company will bid as a subcontractor for the concrete portion of the project. 2. Can you please tell me whether the Pre Bid Meeting is Mandatory or Not Mandatory? Answer : The Pre Bid Meeting is not mandatory, firms submitting a bid to the City are encouraged to attend the pre bid meeting. 3. After review of the plans and specification in the base failure areas @ 6 is the /3 mill to be part of the 6 thickness?
2 Or are we to mill off the top then additional 6 ? Answer : The /3 mill will not be part of the 6 thickness base failure repair work. Per the project special provision Order of Work, the /3 mill area will be performed after the base failure is completed. The 6 thickness of base failure repair areas is considered from the existing finished pavement grade. All base failure repairs shall be completed prior to the /3 milling operation. 4. Which Cal Trans Specifications year are we using? Answer : The Special Provisions call out for the use of most current State Standard Specifications 2015. This includes any amendments and all SSP s to the 2015 Standard Specifications 5. The smoothness specification requires us to Profilograph and if needed must grinds, do the City have current conditions of the existing roadways? If not can we get a bid item for per profiling and pre grind days? Answer : No, the City does not have current conditions of the existing roadways.
3 Per the project special provision section 11 Smoothness , if the top layer of HMA pavement does not comply with the smoothness specification section, the contractor shall correct the problem at his or her own expense. DATED: March 27, 2017 City of stockton Page 2 of 6 Public Works Department 6. Bid item 37 shows 30 CY AC Removed Based on 32,000 SF of Median Stamped Concrete, we are not sure that quantity is right. Does the Asphalt in between the median @ 6 down have to be removed? Answer : The Asphalt in the median that is flush with the bottom of the existing curb, does not have to be removed, however, the existing asphalt between stations 3+60 to 9+50 shall be removed and disposed of to allow for placement of stamped concrete. The revised quantity of bid item no. 37 is 140 CY. A letter of Clarification will be issued for this change. 7. Can you clarify the conditions under which nigh work will be allowed or not allowed?
4 Answer : For lane closure requirements, please refer to Section 5 Maintaining Public Convenience and Safety of the Project s Special Provisions. 8. Has the existing yellow paint been tested for lead? If not, and testing is required, who will be responsible for the testing? Answer : No, the existing yellow paint has not been tested for lead. Contractor is responsible for all testing required. Please refer to Section 5 Roadway Excavation (Hazardous Materials) of the project s Special Provisions. 9. Can you confirm if aerially deposited lead is present on the job? Answer : The Engineer cannot confirm if there is aerially deposited lead present on this project. Please refer to Section 5 Roadway Excavation (Hazardous Materials) of the project s Special Provisions. 10. Sheets 9 and 11 have callout for bus pads but are not shown. Can you confirm bus pads are to be installed at the locations of the callout? Answer : Yes, there are bus pads to be installed at the locations of the callout in accordance to project s drawings and special provisions.
5 11. Does the city have information regarding how deep into the existing asphalt the existing paving fabric is? Answer : The existing pavement contains paving fabric that s approximately to from existing finished pavement grade. 12. The 6 base failure areas occur where either a 3 or grind and overlay will occur. Assuming all the base repair would be done prior to the grind and overlay DATED: March 27, 2017 City of stockton Page 3 of 6 Public Works Department work and paved flush with the existing AC, the top or 3 of the base repair asphalt would be removed during grind and overlay work. Please confirm if this removed and replaced asphalt would be paid by the ton. Answer : The removed asphalt will be paid under Cold Mill bid items 30 and 31. The replaced asphalt will be paid under bid items 33 and 34 3/4 & HMA . 13. Section 11 of the asphalt specs seem to require a paving test section for the base repair work.
6 Is there a minimum tonnage required? Is a test strip required for the and 3 overlay areas? Answer : No. Base failure repair work does not require a test strip. Test strips are not required for and 3 AC overlay areas. 14. Section 11 mentions using computer program to establish the rolling pattern. Will the City be providing the program? Answer : No computer programs are required to establish rolling patterns. Contractor shall comply with the requirements of Section 39 of the State Standard Specifications. 15. Specification section 8 say to remove existing AC paved areas in median islands. Details A and C on sheet 4 shows placing 4 of AB on existing AC. Which governs? Answer : Please refer to the Engineer s response to question 16. Bid item 35 is 6 extruded curb, details A and C on sheet 4 show an 8 curb. Which governs? Answer : Bid item 35 is for a 6 Extruded Concrete Curb. The 6 curb governs. Contractor shall construct a 10 transition as shown on sheet 4 of the project drawings in areas where an 8 curb transitions to a 6 curb.
7 17. Section 11 and sheet 5 seem to indicate that at the 3 grind and overlay areas the City wants to top lift to be asphalt concrete. Please confirm/clarify. Answer : Please refer to the requirements of Section 11 Hot Mix Asphalt Paving of the project s Special provisions. 18. In your Clarifications # 3 are we going to have to remove in the areas and 9 in the 3 areas and then replace? DATED: March 27, 2017 City of stockton Page 4 of 6 Public Works Department Answer : The Engineer is aware the and 3 mill operations will remove the top and 3 of the newly placed base failure HMA in order to maintain the existing pavement grade. 19. Item # 16 with a 6 curb only, are we to assume 4 concrete and 2 AB detail shows 4 /4 please advise. Answer : Contractor shall comply with the cross section provided in the contract drawings. If the existing curb is only 6 high then the stamped concrete section will be 4 Concrete/2 If the existing curb is 8 , then the stamped concrete section will be 4 Concrete/4 The concrete section is fixed at 4 and the section will vary from 2 to 4.
8 20. The Asphalt in the median from station 3+60 to 9+50, can we remove it to 4 and replace 4 concrete on top or are we going to be required to remove to 6 and replace with 2 AB/4 Concrete? Answer : 1. Contractor shall use class II compacted at 95% in accordance to contract drawings. Thickness of will vary between 2 and 4 depending on height of existing curb. Stamped concrete requires a good bedding material that can be compacted to 95%, therefore, we would like to use 21. Regarding the Demo AC in Median Island, is the direction from the City to remove only the AC and install the stamped concrete on existing or remove the full 8 section? If the full section is required, where is the removal of the material beneath paid? Can you clarify in the Measurement and Payment? Answer 1: Please see response to question No. 20 Answer 2: Removal of material is paid for part of the cost of constructing Stamped Concrete (Square Foot).
9 Bid item 36 indicated all work complete in place. Answer 3: All work involved in constructing Stamped Concrete shall be paid per Square Foot. 22. I m unclear as to where the Aggregate Base installed beneath various Concrete bid items will be paid, can you please clarify? Answer 1: All aggregate base section under various concrete sections are considered part of the cost of the concrete item called for. 23. Will temporary detours of streets intersecting Pacific Avenue be accepted? Answer : Please refer to Section 5 Maintaining Public Convenience and Safety of the project s Special provisions. DATED: March 27, 2017 City of stockton Page 5 of 6 Public Works Department 24. It is not clear which Median Island Nose need retrofit. Can you please clarify locations and scope of work required? Answer : Contractor shall retrofit Median Island Nose at stations 35+80, 51+05, 75+75 and 85+30. This work includes removal of existing Median Island Nose encroaching into the crosswalk and replacing it with a new nose outside the crosswalk.
10 Bid item addresses existing median islands that are encroaching into existing crosswalks. 25. The contract documents are requiring $2M per occurrence insurance from subcontractors. Industry Standard is $1M/$2M. Please confirm that subcontractors will not need to get additional insurance for this project. Answer : The subcontractor $1M/$2M sounds fine. Please see explanation below. Please see the draft contract included in the instructions to bidders (see page 61 of 79 at the link below) 5008_147_Instructions%20to%20 Bidders%20 %20 Federal% Contractor agrees to include with all Subcontractors in their subcontract the same requirements and provisions of this Agreement including the indemnity and insurance requirements to the extent they apply to the scope of the Subcontractor s work. Subcontractors hired by Contractor agree to be bound to Contractor and the City of stockton in the same manner and to the same extent as Contractor is bound to the City of stockton under the Contract Documents.
