10 INTRODUCTION Background The Department of Transport (DOT) is charged with leading the development of efficient integrated transport systems by creating a framework of sustainable policies and regulations and implementable models to support government strategies for economic, social and international development as encapsulated in the Strategic Plan of the DOT1. It identified varies challenges that the road sector is dealing with which amongst others include the funding backlogs, proper asset management, skills development and coordinated traffic management strategies.
