EXPLANATORY STATEMENT. 7 The explanatory statement regarding this Act, PRINT - 8 ed in the House of Representatives section of the Congres- 9 sional Record on or about December 17, 2015 by the 10 Chairman of the COMMITTEE on Appropriations of the 11 House, shall have the same effect with respect to the allo- 12 cation of funds and implementation of divisions A through 13 L of this Act as if it were a joint explanatory statement 14 of a COMMITTEE of conference. 15 SEC. 5. STATEMENT OF APPROPRIATIONS. 16 The following sums in this Act are appropriated, out 17 of any money in the Treasury not otherwise appropriated, 18 for the fiscal year ending September 30, 2016 . 19 SEC. 6.

7 AVAILABILITY OF FUNDS. 20 Each amount designated in this Act by the Congress 21 for Overseas Contingency Operations/Global War on Ter- 22 rorism pursuant to section 251(b)(2)(A)(ii) of the Bal- 23 anced Budget and Emergency Deficit Control Act of 1985. 24 shall be available (or rescinded, if applicable) only if the December 16, 2015 (1:04 ). U:\ 2016 REPT\OMNI\FinalOmni\ 5. 1 President subsequently so designates all such amounts 2 and transmits such designations to the Congress. 3 SEC. 7. TECHNICAL ALLOWANCE FOR ESTIMATING DIF- 4 FERENCES. 5 If, for fiscal year 2016 , new budget authority pro- 6 vided in appropriations Acts exceeds the discretionary 7 spending limit for any category set forth in section 251(c). 8 of the Balanced Budget and Emergency Deficit Control 9 Act of 1985 due to estimating differences with the Con- 10 gressional Budget Office, an adjustment to the discre- 11 tionary spending limit in such category for fiscal year 12 2016 shall be made by the Director of the Office of Man- 13 agement and Budget in the amount of the excess but the 14 total of all such adjustments shall not exceed percent 15 of the sum of the adjusted discretionary spending limits 16 for all categories for that fiscal year.

8 17 SEC. 8. CORRECTIONS. 18 The Continuing Appropriations Act, 2016 (Public 19 Law 114 53) is amended . 20 (1) by changing the long title so as to read: 21 Making continuing appropriations for the fiscal 22 year ending September 30, 2016 , and for other pur- 23 poses.'';. 24 (2) by inserting after the enacting clause (be- 25 fore section 1) the following: DIVISION A .
