However the RATES have been ) Dam and Allied worksb) Canal and allied worksc) Canal Cross drainage worksc) Canal Cross drainage worksd) Tunnel and Allied workse) Gates / Hoists and Allied worksf) Preliminary and Maintenance worksg) Lift Irrigation works The following information has been made use of for updating the SR 2016-17: (i) Cement: RATES for Cement obtained from ACC Cement Ltd, Zuari cement, and RATES provided in the SR of other departments.

4 (ii) Steel: RATES of structural steel like Joists, Channels and reinforcement steel for different sizes of dia. obtained from SAIL. (iii) Karnataka State Annual Average Consumer Price Index for industrial workers for the year 2014 obtained from Office of the Commissioner of Labour in Karnataka, Bangalore. (iv) Paints and Varnishes: RATES obtained from Mysore Paints and Varnishes. (v) Whole Sale Price Index of commodities obtained from official website of Economic Advisor, Ministry of Commerce & Industry, GOI. (vi) Explosives: Average RATES of the RATES of Explosives obtained from M/s Konar Explosives & Co.

5 Bangalore, and M/s. Keltech Energies Ltd.,Chief Engineers of various zones of WRD are worked out and adopted. Mines & Geology is adopted for the SR 2018-19. (viii) Additional items , if any required to be included in the SR were asked to be furnished by Chief Engineers with data RATES , observed trend in the RATES presently quoted by the tenderers and the justification for the utility of such items . However most of the Chief Engineers have not responded and a few representations received were devoid of any detailed analysis, data rate & other details, but contained only requests for adhoc RATES approval, which the committee could not considered.

6 The Director, CADA, Bengaluru has furnished the data RATES for two additional items , , for Providing and installing at site of work 80mm and 100mm dia perforrated corrugated PVC Pipes conforming to IS 9271 with pre-wrapped 250gsm Geo-Synthetic filter material by Laser guided trencher machine / by mechanical means including cost of all materials, labours with all lead and lifts. The above said two items are included in the data rate under the chapter Canal and Allied Works. (ix) Energy charges: Average of prevailing energy charges for HT-2(b) category of all 5 ESCOMs is considered. (x) RATES of other materials are obtained from the Chief Engineers of various zones of WRD for consideration in the SR Provision for updating the cost of cement and steel on quarterly basis for anyfluctuation in the market RATES is retained.

7 For coarse and fine aggregates, theproposed RATES are based on data RATES by revising the basic cost without any applicable lead from quarry to the work site will have to be added. Further provisionfor the use of manufactured sand as per IS-383-2007 has been continued in the SR 2018-19. The capital cost of machineries is worked out by considering the percentage variation in WPI of the following commodities: (1) Manufacture of machinery for mining, quarrying and construction. (2) Manufactured of metal -forming machinery and machine tools. (3) Manufactured of rubber tyres and tubes; retreading and rebuilding of rubber tyres over the period 2015-16 to 2017-18. The hire charges for the machineries is worked out based on the capital cost of machineries so arrived.

8 For the preparation of the SCHEDULE of RATES 2018-19,the minimum wages of workersas notified by the Labour Department, Government of Karnataka vide Notification No : KAE/2/LMW/2015 , dated: along with applicable VDA is are revised so that the wages of no worker in these category are less than the wages provided for unskilled category. The VDA payable for the period to has been revised based on the increase in State average CP index for Industrial workers for 2017 as published by the State Labour Department,vide Notification No: DES/SIP/PWX/01/2018, Bangalore dated: of Variable Dearness Aallowance (VDA):The state annual average CP index for industrial workers 2017( CI ) :7106 Base state annual average CP index for industrial workers 2015( BI ) :5780 Amount of variable DA per point increase in CP index` in Current & Base index (CI - BI ).

9 1326 Variable DA / Day = ( Difference in index ) x ( Rate of DA per point ) x 30 / 26 Variable DA / Day = (1326) x ( ) x 30 / 26 ` All procedures and data adopted for working out lead, lift, loading and unloadingcharges in the SR 2016-17 are continued for preparing SR 2018-19 also .The variation in RATES is commensurate with variation in RATES of transport machinery and wages of workers. For other provisions in the data such as small T & P, Contractor's profit, overheads, hidden cost on labour, insurance charges etc.,the provisions considered in preparation of SR for 2016-17 are continued for preparation of SR for , however the rate of interest on capital cost has now been reduced to 9% from 11%. Since Input Tax Credit (ITC) provision is available for , Material RATES and Machinery RATES exculsive of ,are adopted in the 2018-19.

10 For all items of works brief descriptions are given in the SR. For full detailsthe data sheets shall be FOR THE YEAR : general notes are applicable to all chapters of SCHEDULE of RATES to the extentthey are relevant. materials to be used on work shall conform to relevant specifications of Bereau ofIndian basic RATES , except otherwise specified, are inclusive of initial lead upto 1 kmand all lifts. Additional lead, lift, loading and unloading charges, wherever applicable,shall be added to basic rate as per the procedure stipulated under notes in eachchapter and under notes to lead, lift, loading and unloading charges. The quantitiesof materials for working out lead, lift, loading and unloading charges shall be as perthe statement of requirement of materials for various items of work included underrelevant chapter.
