Job Summary To ensure that regulations issued by the Regulator are fairly observed by the company Ensure that the necessary compliance monitoring is in place after the laws and regulations have been implemented Ensure all regulatory compliance across all internal business functions and processes are strictly adhere to Provide regulatory guidance and support on various business issues Make the necessary input into regulatory policies/regulations to ensure: compliance, legislative framework and future impact of new and pending regulatory policies and legislations on Lonestar Cell MTN operation is aligned with best practices DETAILED DESCRIPTION.

Telecommunication is a regulated sector, whereby compliance with the prevailing legislations and regulations is crucial to sustainability of the operation. On the other hand interconnection and carrier service relations are largely associated with risks and are critical to the smooth business operations, Multi-disciplinary, multi-functional, multi-dimensional and multi-levelled operating environment. Operate in diverse and dynamic environment, which applies to internal stakeholders, such as business units and external stakeholders, such as regulatory authorities Programme Management of all Regulatory projects (with Business Optimization).

4 Highly dynamic and fluctuating Telecommunications industry Key Performance Areas: Day to day follow-up of regulatory operational matters and decision in accordance with the license agreement and applicable legislations and bylaws. Tracking and close coordination and follow up with concerned function to address identified regulatory issues related to company business. Ensure regulatory operational requirements and requests are adequately addressed Represent the company in the meetings with the LTA and other operators and report accordingly Assist in providing regulatory advice when required. Ensure the implementation of Regulatory business operation plans.

5 Assist in keeping functional divisions continuously aware of applicable regulations in their respective areas. Develop and maintain processes and procedures necessary for the job Adequate filing and data retention for all activities vested in the job. Tracking of correspondences with the Regulator. Provide regular and ad hoc reports requested by the Regulator, direct supervisor and management in a timely manner. Perform Ad-Hoc duties as assigned by management. Establish, develop and maintain effective corporate relationship with identified government stakeholders proactively. Track aspects of compliance in line with legislative obligations binding on Lonestar Cell MTN. Supervisory /Managerial/ Leadership Complexity: Management of the regulatory affairs requires high level of knowledge of the sector particular drivers, different objectives that can be contradicting, and associated complexities and political and social sensitivities. Ensuring regulatory compliance while protecting company rights requires high level of care and wisdom and strong negotiations and influential skills. Role Complexity It is very important for the person in this role to have a fair understanding of objectives and nature of the operations in the various technical and commercial functions in order to be able to effectively provide reliable regulatory advice and guidance Creativities (improvement/innovation inherent): Use an innovative approach to problems, implementing within in time, cost and quality.

7 Proposing regarding regulatory risk resolution in the implementation phase. Creation of business solutions and responses to regulatory risks and issues. Innovation with regards to the implementation of laws and regulations (within the deadlines set). Enhancing and defining processes to further improve the implementation of laws and regulations. Applying an understanding of which areas of the business need to be included when implementing laws and regulations. Negotiation with external/third parties such as other mobile operators and regulators to design innovative solutions for implementation of laws and regulations. Regulatory issues and dispute matters require that the incumbent propose and pursue creative solutions and decision.

8 Independent thought and Judgment: Use of independent thought and judgement in the implementation of laws and regulations with input from regulatory advisors. Development of the business solution to ensure compliance, with actual solution to be approved by the various stakeholders. Changes in processes with regards to implementation of laws and regulations. Which business units to include in the implementation of laws and regulations. Use of best practices to ensure regulatory compliance Global Educational Standards Bachelor Degree in Law Masters in Law (LLM) or MBA in Economics /Management Degree in Telecoms Regulations/Telecoms Costs or Interconnect Management, advantageous Global Experience Standards Minimum of three (3) years' working experience, with proven track record, in a telecoms policies and legislations industry LCC MTN Recruitment Announcement Page 3.
