But what is its Status and role in small and medium enterprises and what are the policy implications? This paper explores these questions. It starts by tracing the Evolution of knowledge management and summarizes its key characteristics. This is followed by a review of current understanding of knowledge management in small firms. This suggests that knowledge innovation the process of accessing, absorbing and converting knowledge into commercial products and services is probably the most fruitful area for focus of policy initiatives. The paper concludes with some frameworks in which such initiatives might be developed and uses EKMF as an example of an initiative that already exists. 1.
