The term Special education means, specially designed instruction to meet the unique needs of a child with a disability. When Transportation is required to provide access to such instruction, it is considered a related service. As part of the mandate of a Free Appropriate Public Education (FAPE), related services are required when determined necessary to assist a child with a disability to benefit from Special education.
