primarily water, that collects is not sufficient to impose significant hydrostatic pressure on the shell of the tank, but the height of water can be significant enough to “balloon” the bottom of the tank. This is illustrated in the figure below. The appendix provides guidance on how to evaluate the design of the tank for this condition,
