Prior to July 2003, the number consisted of either the Social Security Number (SSN) or nine numbers. Since 07/03, the SSN is no longer permitted to be used as the DL number. Prior to July 2003 and if the DL is not the Social Security Number, the first digit was 9, the next seven were sequential, and the last was a check digit. Document Appearance Arkansas is compliant with the Real ID Act. The current Driver's Licenses and ID Cards have been issued since June 2011. The previous version began issuance on December 11, 2006. Both are profiled below.

3 Sample photos using the new format are at Current Documents Security Characteristics: The new card has a number of redesigned security features to make stop tampering and counterfeiting. Most noticeable are the variable background colors and patterns. The biggest differences are in format and colors. Vertical cards are issued to drivers under 21. The License Class is indicated in a colorized outlined of the state appearing in the upper right corner. Class D is green; an Intermediate Class D is yellow; a Class D Lerner's Permit is white; a CDL is blue; and the ID Card is red. Position of Photo: Lower left side, below license numbers. Issuance All applicants for an Arkansas DL or ID Card must provide a verifiable Social Security Number when making application.

5 Applicants who are not eligible for a SSN must sign an affidavit stating they do not have a SSN. All new applicants for an Arkansas DL or ID Card are required to provide proof of legal presence in the United States as well as proof of identity. Age waivers, (hardships), are issued for minors between the ages of 14-16 for the specific purposes of getting to and from school or school activities, to and from work, or for medical reasons. Prior to application, the minor must be licensed and must have 6 months experience beginning at the time the instruction permit was issued. A list of acceptable Proof of Identity documents is found: ' #e Age Requirements Applicants for a Regular License must have a record without any serious accidents or serious traffic convictions within the most recent 12 months. If the applicant has such accident or conviction within the most recent 12 months, he/she must retain the Intermediate License until such time that the record is free of these accidents/convictions for a period of 12 months.

6 The age restrictions in this program do not apply to a person 16 years of age or older if such person is (A) married, (B) possesses a high school diploma, (C) has successfully completed a General Education Development test, or (D) is enlisted in the U. S. Military. The Arkansas graduated licensing law, effective July 1st, 2002, provides for a progressive driver licensing program for young drivers. The three levels of licensing are Learner's, Intermediate and Regular licenses. The minimum for a Learner's License is fourteen; age sixteen to eighteen get an Intermediate License. All new licensees under eighteen must be accompanied by licensed adult for at least 6 months. A regular license is issued to a person at age 18 when the Intermediate License expires. Holders of an Intermediate Drivers License issued on or after July 31, 2009 are 1) Prohibited from operating a motor vehicle with more than one unrelated minor passenger unless accompanied by a licensed driver 21 years of age or older; 2) prohibited from operating a The 2018 MVR Access and Decoder digest Arkansas 63motor vehicle between the hours of 11:00 PM and 4:00 AM unless the licensee is: accompanied by a person 21 years of age or older; driving to or from a school activity, church-related activity, or job; or driving because of an emergency.

7 Note that drivers who are at least 18 years of age but less than 21 years of age may only use hands-free wireless telephones while operating a motor vehicle. Residency A person must obtain an AR Driver License within thirty days of establishing residency. If the out-of-state license is expired over 31 days but less than one year, the driver is be required to take the written and vision examination, but will not be required to take the road examination. If the out-of-state license is expired over one year, the driver is required to take the written, vision, and road examination. Renewal Renewal is on birth date of fourth year or starting 01/01/2016 on the birthdate of the eighth year. Licenses for commercial drivers and for State ID cards remain valid for four years. Driver keeps same number when renewing.

Vehicle Insurance, Title, and Registration Facts Registration Renewal One may renew by phone, mail or web if renewing previously issued car tags and if there is no need to change any information other than address. Online annual renewal is at Operators can also make addresses changes online. New Residents Non-residents must register vehicles within thirty calendar days of becoming a resident. Inspections and Emissions Testing At one time Arkansas had a required annual safety inspection, but this was eliminated as of 01/01/98. There is no statewide provision for emissions inspections. Passenger Plate Facts There is one plate with one decal with the month and year.

9 Note, until March 2015, two decals (MO) (YR) were issued. The county of issuance is not coded or identified. When a passenger car and light truck is sold the plate remains with seller. For large trucks, the plate may either remain with seller or transfers to buyer. Insurance and Financial Responsibility Proof of insurance (compulsory) is required at registration, after a reportable accident, and upon demand from police. Minimum financial responsibility limits are $25,000/50,000/25,000. Proof of liability insurance is required for all personal watercraft and motorboats powered by engines of more than 50 horsepower. A $ fine is charged to individuals who fail to present proof of insurance when requested by law enforcement. Withdrawal Sanctions, and Alcohol and Drug Testing Note: Driver Control identifies and takes appropriate action in dealing with problem drivers which include those who have DUIs, DWIs, excessive traffic violations or are subject to court orders affecting their driving privileges.

10 Alcohol and Chemical Testing The legal limit of alcohol level is .08 % for non-commercial drivers, .04 % for commercial drivers, and .02 % for drivers under 21. Arkansas will conduct urine, blood, and breathe tests. The Arkansas under-the-influence law contains a provision for implied consent. Offenses that occur in a motorboat will carry the same penalties as if the offense occurred in a motor vehicle. Suspensions and Revocations The state is in compliance with the mandatory CDL disqualifications per federal regulations as shown in the Appendix.
