2 Document Appearance As of January 2, 2017, the DMV began issuing new, REAL ID compliant driver licenses and ID cards. The new design has a more colorful background and includes iconic New hampshire symbols such as a profile of the Old Man of the Mountain, the Purple Lilac, and an outline of the State. The previous license and ID card documents have been in circulation since May 30, 2008. All DMV card customers are issued a temporary license or temporary non-driver ID card valid for 60 days while their permanent license or ID card is being processed and then mailed. Since July 1, 2014 a Veteran Indicator is displayed on the front of the License or ID card, Current Document Security Characteristics: Features holographs, small windows and a bar code with the driver's description and license restrictions. Also proof of NH residency is required as specified from a list of required documentation.

4 Both lists can be viewed at Permanent residents, I-551, asylees, refugees and Employment Authorization Card (EAD or OPT) holders may apply for a New hampshire driver license or a non-driver's identification card. See Age Requirements One must be at least 16 years of age to get a New hampshire driver license. Persons 16 and 17 years of age may get a New hampshire driver license only with successful completion of an approved driver education program. Persons under 18 years of age cannot get a commercial driver license. Any person 16 years of age or older and under 21 years of age is issued a Youth Operator license. Non-licensed learners must be accompanied by a licensed parent, guardian, certified driving instructor, or responsible adult aged twenty-five or older who is properly licensed. Residency Non-resident's home-state license honored on a reciprocal basis; New hampshire license must be secured within sixty days of establishing residency.

5 Note NH law requires the DMV be notified within sixty days of a change of address. Renewal All licenses shall expire on the fifth anniversary of the license holder s date of birth following issuance. All youth operator licenses expire on the holder's 21st birthday. Renewal by mail is available for New hampshire residents temporarily living out-of-state. The online renewal system permits non-commercial drivers to renew a five-year license once every ten years. There is no option to have a new photo taken when renewed online. Those opting to renew online will have the new license or non-driver ID mailed to them Elderly-Related Restrictions A driving test is required when drivers renew at age 75 or older. Note that registering a vehicle is actually a two-part process.

6 All motor vehicles (except mopeds) must begin their registration process at the town or city clerk in the town or city in which they reside. The second part of the process is the state transaction. However, a Town/City Clerk who is a Municipal Agent of the State may be able to complete the state transaction for an additional fee. Some towns or cities may offer online registration. New Residents New residents must register vehicles upon the expiration of time period granted by home-state reciprocity agreement or within sixty days of establishing residency whichever is first. Inspections and Emissions Testing New hampshire 's program of vehicle safety inspections is as follows: all non-commercial vehicles, annually; all commercial vehicles (over 18,000 pounds GVW) and all buses, semi-annually. Antique motor vehicles must be inspected in the month of April. Visual inspection of several emissions components is included in the annual statewide safety inspection for light-duty vehicles.

7 All 1996 and newer model year vehicles are subject to emissions testing and must pass the On-Board Diagnostics (OBD) inspection. In May 2005, New hampshire incorporated OBD inspections into the safety inspection program as a requirement of the Federal Clean Air Act. The program enables licensed inspection stations to perform OBD inspections and allows the state to comply with Environmental Protection Agency regulations. Starting 10/02/2017, inspection stickers will be affixed to the lower, driver side corner of a vehicle's windshield. Passenger Plate Facts A passenger vehicle is issued two plates, one in the front and one in the rear. Both plates have two decals (MO) (YR). Counties of issuance are not designated on the plate. When a vehicle is sold the plates remain with the seller. Insurance and Financial Responsibility Although the state does not have a mandatory insurance law, the state requires financial responsibility proof (SR-22) in case of the following convictions: 1.

8 Driving under the influence of alcohol or drugs. 2. Failing to stop and report when involved in a crash. 3. Homicide arising out of the operation of a motor vehicle. 4. The second time for reckless driving. 5. After review of a person's driver record for any traffic violation (just cause after hearing). The DMV strongly recommends and urges all owners of motor vehicle to carry standard liability and property damage insurance with minimum requirements of $25,000/50,000/25,000. SR-22 forms are used by the state. Withdrawal Sanctions, and Alcohol and Drug Testing Alcohol and Chemical Testing Evidence that there was an alcohol concentration of more than .03% but less than .08% is relevant evidence (not prima facie) and may be considered with other competent evidence to determine guilt or innocence. Drivers under 21 years of age have a limit of .02 percent, if driving a CMV then .04%. Urine, blood, and breath testing are authorized.

9 New hampshire has provisions for implied-consent and administrative license suspensions. Operating a boat, ORHV, or bicycle under the influence is also considered illegal.
