Specifically, this pamphlet Describes the information to be entered into the various sections of DD Forms 1391(electronically generated form) and DD Form 1390, FY -__ Military Construction Pro-gram, Parts A and B, respectively. Provides guidance supplemental to that contained in AR 415-15 for the programmingand execution of the army Military Construction Pam 415-15 l 25 October 19997 Chapter This pamphlet assists installation programmers in preparing and updat-ing Department of Defense (DD) Forms 1390 and 1391 prescribed by AR 415-15,and supplements AR 415-15. It provides information for individuals at all levelswho are involved in Military Construction programming. In addition, this pamphletexplains how to utilize the DD 1391 Processor System (DD 1391 Processor) todocument requirements necessary for the submittal of programming requests formilitary Construction projects through the Development of DD Forms 1391.

7 It alsopermits installation programmers to update information used as a basis for prioryear submittal of the installation prioritized Construction list through updating of DDForms This pamphlet provides sufficient information for a beginning Program -mer to use as a reference to prepare and update DD Forms 1391 and update DDForms 1390 for the army Military Construction (MILCON) Program . This programconsists of Military Construction , army (MCA); army Family Housing (AFH); Medi-cal Military Construction (MED MILCON); Base Realignment and Closure (BRAC); Military Construction , army Reserve (MCAR); and Military Construction , army Na-tional Guard (MCARNG) Program projects, although the latter two elements do notuse the DD 1391 Processor system for Program preparation. It describes thecomplete project justification process and the automation capability availablethrough the DD 1391 Processor needed to prepare or update DD Forms 1390 and1391, as well as essential data and reporting requirements.

8 It will be useful for allpersons involved in army Construction Program Development and execution , fromthose who assist in providing data to those who make decisions using results ofthe forms preparation. Procedural guidance contained in this pamphlet will alsoassist project programmers in preparing DD Forms 1391 for NonappropriatedFunds (NAF) as well as other Construction and related publications and referenced forms are listed in appendix of abbreviations and termsAbbreviations used in this pamphlet are explained in the for DD Forms 1390 and 1391 Based upon the requirements of Department of Defense Regulation ,AR 415-15 requires that DD Forms 1390 and 1391 be developed for all Military con-struction (MILCON) projects as well as for the Future Years Defense Plan (FYDP). It is necessary to view DD Forms 1390 and 1391 in the context of theMILCON project approval process, since these forms comprise the FYDP, and theindividual MILCON project justification at each Pam 415-15 l 25 October The requirement for a project is normally identified by the user atthe installation.

9 This requirement is documented on a project DD Form 1391 andsubmitted to higher command levels for approval. Project justifications are re-viewed at major army Command (MACOM), army Corps of Engineers(USACE), Department of the army (DA), Office of the Secretary of Defense(OSD), and congressional levels. An exception to this procedure is the army por-tion of the Medical Military Construction (MED MILCON) Program , whose DDForms 1391 are initially generated by Office of the Assistant Secretary of Defense,Health Affairs (OASD(HA)). Lack of proper DD Forms 1390 and 1391 in support of programs andprojects will result in deferral or elimination of those projects from the 2 Programming Procedures and Special RequirementsSection IProgramming and of facilities supporting army and programs that provide for Construction . army Construction maybe programmed under a number of regulations, and may be authorized and ap-propriated by separate acts of Congress.

10 Construction on Military installationsmay also use nonappropriated or private funds. (See AR 415-19). Projects seldomqualify for more than one type of appropriation. When they do, the procedures fordetermining the use of the proper appropriation are quite specific. Some areas aregoverned more by policy than by statute. Among these are community facilities,many of which have been constructed using appropriated or nonappropriatedfunds, depending on the policies and circumstances at the time. The Construction ,improvement, and maintenance and repair of army family housing (AFH) facilitiesis accomplished with the AFH appropriation (see AR 210-50). For MED MILCON facilities programming procedures, see AR 415-15, appendix E. The acquisition,maintenance, and modernization of facilities may also come under Operationsand Maintenance, army (OMA) (see AR 420-10); Procurement of Ammunition, army (PAA) (see AR 700-90); or Research, Development , Test, and Evaluation(RDTE) appropriations.
