1 2014 OREGON FIRE CODE329 CHAPTER 53 COMPRESSED GASESSECTION Scope. Storage, use and handling of compressedgases in compressed gas containers, cylinders, tanks and sys-tems shall comply with this CHAPTER , including those gasesregulated elsewhere in this code. Partially full compressedgas containers, cylinders or tanks containing residual gasesshall be considered as full for the purposes of the :1. Gases used as refrigerants in refrigeration systems(see Section 606).2. Compressed natural gas (CNG) for use as a vehicu-lar fuel shall comply with CHAPTER 23, NFPA 52 andthe International Fuel Gas and welding gases shall also comply with fluids shall comply with CHAPTER 55.
2 Liquefiednatural gas for use as a vehicular fuel shall also comply withNFPA 52 and NFPA gases classified as hazardous materials shallalso comply with CHAPTER 50 for general requirements andchapters addressing specific hazards, including Chapters 58(Flammable Gases), 60 (Highly Toxic and Toxic Materials),63 (Oxidizers, Oxidizing Gases and Oxidizing CryogenicFluids) and 64 (Pyrophoric Materials).LP-gas shall also comply with CHAPTER 61 and the Interna-tional Fuel Gas Permits. Permits shall be required as set forth in Sec-tion Definitions. The following terms are defined in Chap-ter 2: COMPRESSED GAS CONTAINER.
3 COMPRESSED GAS SYSTEM. NESTING. TUBE TRAILER. SECTION 5303 GENERAL Containers, cylinders and tanks. Compressed gascontainers, cylinders and tanks shall comply with this gas containers, cylinders or tanks that are notdesigned for refillable use shall not be refilled after use of theoriginal Design and construction. Compressed gas contain-ers, cylinders and tanks shall be designed, fabricated, tested,marked with the specifications of manufacture and main-tained in accordance with the regulations of DOTn 49 CFRP arts 100-185 or the ASME Boiler and Pressure VesselCode, Section Pressure relief devices.
4 Pressure relief devices shallbe in accordance with Sections through Where required. Pressure relief devices shall beprovided to protect containers, cylinders and tanks con-taining compressed gases from rupture in the event : Cylinders, containers and tanks whenexempt from the requirements for pressure reliefdevices specified by the standards of design listed inSection Design. Pressure relief devices to protect con-tainers shall be designed and provided in accordance withCGA , CGA , CGA or the ASME Boilerand Pressure Vessel Code, Section VIII, as Sizing.
5 Pressure relief devices shall be sized inaccordance with the specifications to which the containerwas fabricated and to material-specific requirements Arrangement. Pressure relief devices shall bearranged to discharge upward and unobstructed to theopen air in such a manner as to prevent any impingementof escaping gas upon the container, adjacent structures : DOTn specification containers having aninternal volume of 30 cubic feet ( m3) or Freeze protection. Pressure relief devices orvent piping shall be designed or located so that moisturecannot collect and freeze in a manner that would interferewith the operation of the Marking.
6 Stationary and portable compressed gascontainers, cylinders, tanks and systems shall be marked inaccordance with Sections through Stationary compressed gas containers, cylin-ders and tanks. Stationary compressed gas containers,cylinders and tanks shall be marked with the name of thegas and in accordance with Sections and shall be visible from any direction of Portable containers, cylinders and tanks. Por-table compressed gas containers, cylinders and tanks shallbe marked in accordance with CGA Piping systems. 7 Markings shall be pro-vided at each valve; at wall, floor or ceiling penetrations;at each change of direction; and at a minimum of every 20feet (6096 mm) or fraction thereof throughout the :1. Piping that is designed or intended to carry morethan one gas at various times shall have appropri-ate signs or markings posted at the manifold,along the piping and at each point of use to pro-vide clear identification and Piping within gas manufacturing plants, gas pro-cessing plants, refineries and similar occupanciesshall be marked in an approved Security. Compressed gas containers, cylinders,tanks and systems shall be secured against accidental dis-lodgement and against access by unauthorized personnel inaccordance with Sections through Security of areas.
8 Areas used for the storage,use and handling of compressed gas containers, cylinders,tanks and systems shall be secured against unauthorizedentry and safeguarded in an approved Physical protection. Compressed gas contain-ers, cylinders, tanks and systems which could be exposedto physical damage shall be protected. Guard posts orother approved means shall be provided to protect com-pressed gas containers, cylinders, tanks and systemsindoors and outdoors from vehicular damage and shallcomply with Section Securing compressed gas containers, cylindersand tanks. Compressed gas containers, cylinders andtanks shall be secured to prevent falling caused by contact,vibration or seismic activity.
9 Securing of compressed gascontainers, cylinders and tanks shall be by one of the fol-lowing methods:1. Securing containers, cylinders and tanks to a fixedobject with one or more Securing containers, cylinders and tanks on a cart orother mobile device designed for the movement ofcompressed gas containers, cylinders or Nesting of compressed gas containers, cylinders andtanks at container filling or servicing facilities or inseller s warehouses not accessible to the shall be allowed provided the nested con-tainers, cylinders or tanks, if dislodged, do notobstruct the required means of Securing of compressed gas containers, cylindersand tanks to or within a rack.
10 Framework, cabinet orsimilar assembly designed for such : Compressed gas containers, cylin-ders and tanks in the process of examination, fill-ing, transport or Valve protection. Compressed gas container, cylin-der and tank valves shall be protected from physical damageby means of protective caps, collars or similar devices inaccordance with Sections and Compressed gas container, cylinder or tankprotective caps or collars. Compressed gas containers,cylinders and tanks designed for protective caps, collars orother protective devices shall have the caps or devices inplace except when the containers, cylinders or tanks are inuse or are being serviced or Caps and plugs.
