Background Information The economic development and Investment Promotion Unit has drafted the economic development and Job Creation Strategy 2013 for eThekwini Municipality.

2 The Strategy seeks to; provide direction on the strategic issues and where large-scale investments are required to enhance the economy; to deal with the softer issues that improve competitiveness; to encompass spatial economic issues, and to address underdevelopment and neighbourhood level local economic development (LED). While the strategy proposes programmes aimed at poverty and underdevelopment to address the current problems, it also seeks to put in place programmes that are aimed at expanding the formal economy to increase the absorption of the formally employed. The strategy is a fundamental departure from the economic development Strategy (2008) as the global, national and local economic conditions have substantially changed as well as the policy environment. There is also greater urgency in addressing the persistent problems that cause unemployment.

3 The Strategy, in its current form, does not consist of an implementation or economic plan and it is to this end that the Unit seeks to move into the next phase by developing an economic plan which will translate these higher-level programmes into implementable and funded programmes that are allocated responsibilities and timeframes. It would also need to be incorporated within the IDP and other city strategies and be supported by a monitoring mechanism. 3. Overall Objective of Project The purpose and objective of the project is to develop an economic plan that will transform the programmes identified and unpacked in the strategy into programmes that will need to be implemented by various role players within pre-determined timeframes and budgets in order to achieve the targets and objectives set out in the strategy as well as the realization of the economic vision.

4 The economic vision for the city is Africa s leading and most liveable Southern Gateway destination for trade and travel . 4. Scope of Project The economic plan is the second phase of the strategy development and the service provider will need to address the following elements: 3 Phase 1: economic Plan o Review economic development and Job Creation Strategy o Derive and develop a full and detailed implementation plan for the strategy o Allocate resources, responsibilities, timeframes and budget for the plan o Select/identify priority projects/activities from the implementation plan within a short to long term framework o Produce a spatial expression of the plan using GIS, which should include: Hierarchies of investment nodes, corridors and investment growth areas Map other spatially based initiatives proposed in the strategy outline conceptually possible areas for the application of municipal incentives Phase 2: IDP Plan 2 o Review existing IDP Plan 2 o Compile Plan 2 of the IDP based on strategy and economic plan Phase 3: Monitoring and Evaluation Mechanism o Develop a monitoring and evaluation system for the economic plan 5.

5 Tasks, Duties and Deliverables The appointed service provider will be required to undertake all work pertaining to the development of the economic plan. The deliverables/end product includes: Inception report o This should contain details on the overall research approach, including any research methodologies to be applied as well as details of the project team that will be responsible for execution of each stage of the project. The inception report should also include an indication of the information that will be covered during desktop research as well as primary research economic Plan o This should include a full, detailed implementation plan with projects, activities, resources, responsibilities, time frames and budget per 4 project/activity for the period that the strategy is valid.

6 5 years, as well as a spatial plan. IDP Plan 2 o Write up of Plan 2 of the IDP Monitoring and Evaluation Mechanism Report o This should be a continuation of the implementation plan and should contain details on how each item on the economic plan will be monitored and evaluated. Each report should also be presented in electronic format via email and on a CD, and be MS Word compatible. There should also be three hard copies of the final full report. The consultants will also be required to hold a workshop to present their findings at the end of the project as well as to present to a steering committee and the economic development Committee, if required. 6. Milestones and Timeframes The service provider is expected to commence with the project immediately after appointment. The project is to be completed in 4 months from the date of commencement.

7 The timeframes for the various phases of the project will be discussed upon appointment. 7. End products and Format The end products, as specified above are to be supplied to ED & IPU in electronic and hard copy format. Please note that the electronic copies are to be supplied in Microsoft Word format. 8. Copyright on Documents Please note that as a requirement of this project, all output and copyright thereof will become the property of eThekwini Municipality. The findings and results from this project shall by no means be used by any other sources. In the event of termination of this appointment, ED & IPU reserve the right to use all or any parts of the documentation for completion of the project. 5 9. Project Team Requirements The project team will be required to possess the following knowledge and/or experience; Team Leader o Post graduate qualification in Economics, or development studies o 5 years experience in economic research strategy development o Good knowledge of national, provincial and local economic strategies and plans o Minimum of 5 project management experience o Strategic and logical thinking skills o Available for the duration of the project Researcher o University degree or extensive economic development and planning research experience o Basic research and strategy development skills o Available for the duration of the project GIS Specialist o Diploma or degree in GIS o A minimum of 3 years working experience using GIS o Experience in spatial planning 10.

8 Meetings and Presentations Required to be Undertaken The appointed service provider will be required to attend meetings at Council to discuss the requirements for the project. Meetings will also be held to discuss the progress of the project at intervals to be specified upon appointment. The appointed service provider will be required to present the final reports to Council. 11. proposal and Financial Issues All interested service providers should submit a proposal that displays an understanding of the requirements of the project. The proposal should include a project plan which consists of a cost breakdown as well as timelines, keeping within the deadline specified in these terms. In addition, service providers are required to submit a list of all team members that would work on the project as well as a two page CV on each member.

9 Please note that the appointment will be made in terms of the Council s Procurement Policy. 6 The following requirements must be adhered to as part of the tendering process: The quotation (to be included with the proposal ) shall include total cost, VAT and disbursements as separate figures. A schedule of projected time and financial cost per phase, and per staff member must be provided Tax clearance certificate (MBD 9) Forms: o Original Certificate of Independent Bid Determination o Original Declaration of Interest o Original Declaration of Municipal Fees o Original BBBEE certification These terms of reference are subject to any changes which may stem from a negotiation of the final terms with the service provider, as well as any additional budget which may be allocated to the project. Payment arrangements will be negotiated on the basis of the completion of project milestones and will be outlined in the letter of appointment.

10 Final payment will be paid on full completion of the project and the receipt of the final set of deliverables. The adjudication of this Tender will be in terms of MFMA Circular 53 (Municipal Finance Management Act No. 56 of 2003), whereby FUNCTIONALITY is included in this bid as a criterion and will be assessed in terms of the evaluation criteria detailed in the table below. Any bid which fails to meet the minimum threshold of 70 out of 100 points for functionality will be disqualified. Thereafter, only qualifying bids will be evaluated in terms of the 80/20 preference points system where 80 points is used for price only and 20 points are used for BEE points. The adjudication of this Tender will be in terms of the criteria presented below and be in compliance with the scope, purpose, and methodology of the intervention.
