The City s top achievements such as uShaka Marine Park have beenwidely-publicised; this report also highlights a wide range of successful projects throughout theMunicipality for the this is the first annual report of its type, base data as well as achievements are includedwith information presented by municipal cluster.

3 Not only is this a report to our citizens andstakeholders, but it also fulfils new legislative reporting requirements. It includes KeyPerformance Indicators (KPIs) for the various municipal clusters and the correspondingmeasurements, as well as financial statements and sections dealing with the large service delivery clusters such as Health, Safety and SocialServices and Procurement and Infrastructure have the in-depth details that most readers willfind of most interest. However, the Corporate and Human Resources and the Office of the CityManager sections provide fascinating insights into _hidden services such as the huge humanresources and skills development work, and the vital but background work of the policy, IT,internal auditting, and Ombudsperson and International and Governance Relations Governance section details the rewarding work done in the fields of communityparticipation and in the provision of regional centres, while the Sustainable Development andCity Enterprises section contains statistics and valuable information on city growth.

9 And to promote accountability to the local community for the decisions made throughout the year by to the MFMA, this annual report should include: the annual financial statements of the Municipality, and consolidated annual financial statements, assubmitted to the Auditor-General for audit in terms of section 126(1) of the MFMA the Auditor-General s audit report in terms of section 126(3) of the MFMA on the financial statementsin (a) above; the annual performance report of the Municipality as prepared by the eThekwini Municipality in termsof section 46 of the Local Government: Municipal Systems Act 32 of 2000 (MSA); the Auditor-General s audit report in terms of section 45(b) of the MSA; an assessment of the arrears on municipal taxes and service charges; an assessment of the Municipality s performance against the measurable performance objectivesreferred to in section 17(3)(b) of the MFMA for revenue collection from each revenue source and foreach vote in the Municipality s approved budget for the financial year 2003/4, corrective action taken in response to issues raised in the audit reports referred to in paragraphs (b)and (d).
