Result 4 of the programme deals with the development of regional fish trade with regionally integrated approaches forming the basis for implementation. In general, the traditional focus on large international trading blocs has reduced efforts from developing a regional trade approach in the ESA-IO. Regional trade holds great potential for development and the integration with strategic marketing plans at the regional and national level will allow countries to plan sustainable futures for their fisheries sector with a regionally integrated small pelagic fish (Rastrineobola argentea) is called by different names regionally.

DAGAA in Tanzania, Mukene in Uganda and Omena in Kenya, this species of fish is an incredible source of nutrition and economic benefit to the people throughout the great lakes region of Africa. This report is the result of a DAGAA VALUE CHAIN study in Tanzania, which has aimed at identifying areas in the VALUE CHAIN that can be assisted in terms of improving the conditions for enhancing regional trade in the all the species in Lake Victoria, R.

Argentea is the most prolific and contributes to a very large industry in the region for local consumption but also for trade from Zimbabwe in the south to Nigeria in the west. Regionally DR Congo is by far the largest market, but also Rwanda and Sudan offer important markets for the traders. Unfortunately much of this trade is informal and therefore the true impact and importance is not fully understood. SmartFish intends to intervene in a number of areas in this fishery over the coming months based on the recommendations of this report ; this includes improving handling systems prior to drying, improving drying systems and other processing techniques aimed at quality improvements for regional trade enhancement.

7 Programme SmartFish Rapport SF/2011/19 DAGAA VALUE CHAIN ANALYSIS And PROPOSAL For trade DevelopmentacknowledgementsThe study was commissioned as part of the EU-funded SmartFish programme (Implementation of a Regional Fisheries Strategy for ESA-IO). This assignment was carried out with the full support and participation of Mr. Chris Short, trade expert of the Indian Ocean Commission (IOC) Technical Assistance Team. The draft VALUE CHAIN ANALYSIS was reviewed through regional stakeholder consultations and inputs were incorporated.

This report was also made possible with the support and participation of the DAGAA fishers, processors and traders and other stakeholders working in DAGAA processing and marketing European Union s continued financial support to development activities in Africa is highly appreciated. The support of the implementing agency (IOC) is highly appreciated. The cooperation and participation of DAGAA fishers, processors, traders and other stakeholders in providing information to the consultants is sincerely Programme SmartFish Rapport SF/2011/19eXeCUTIVe sUMMaRYThe Indian Ocean Commission (IOC), through its SmartFish Programme, has identified DAGAA (Rastrineobola argentea)
