This regulation--o Prescribes policies for the Development of basis-of-issue plans (BOIPs) (chap3).o Prescribes the policies for the design of army organizations and thedevelopment of tables of organization and equipment (TOE) (chap 4).o Establishes the Manpower Requirements Criteria (MARC)program and directs theuse of MARC to determine combat support and combat service support manpowerrequirements in TOEs (chap 5).o Establishes the Equipment Authorization and Usage Program and provides policyguidance for including equipment in army requirements and authorizationsdocuments (chap 6).
