1 JOB DESCRIPTION HUMAN RESOURCES GENERALIST I JOB TITLE Human Resources GENERALIST I REPORTS TO Human Resources Officer DIVISION Support/Admin FLSA Non Exempt Summary The Human Resources GENERALIST is responsible for performing HR related duties on a professional level and with the highest level of confidentiality. Works closely with senior HR management in supporting HR projects and plans. This position carries out responsibilities in the following functional areas to include, but not limited to: unemployment claims, benefits administration, employee relations, training, performance management, onboarding, policy implementation/enforcement, recruitment/employment, affirmative action and EEO 1, VETS 4212, and employment law compliance. Essential Duties and Responsibilities Administers various Human Resources plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the Employee Handbook and the Policies and Procedures manual.
2 Performs benefits administration, including claims resolution and communicating benefits information to employees. Maintains affirmative action program; files EEO 1 & VETS 4212 report annually; maintains records to conform to EEO regulations. Handles employee relations counseling via internal or external EEOC or South Carolina Human Affairs Commission (SCHAC). Assists in evaluation of reports, decisions, and results of department in relation to established goals; recommends new approaches, policies, and procedures to continually improve efficiency of the department and services performed. Maintains Human Resources Information Systems (HRIS) records; compiles reports from the database. Maintains compliance with federal, state and local employment and benefits laws and regulations.
3 Assist with advising, training, developing curriculum and developing employees to include New Employee Orientation, Management Training, Leadership Training, etc. as needed. Assist with the maintenance of an Applicant Tracking System (ATS) in compliance with the Department of Labor, Office of Federal Contract Compliance. Assist with the maintenance of all HR records as required by law. Assist with processing, tracking, and reconciliation of unemployment claims. Assist with the input of data and maintenance of files for new hires, terminations, pay location changes, salary changes, address changes, etc. Maintain all personnel files in compliance with state and federal regulations. Ensure integrity and confidentiality of all applicant/employee information files.
4 Maintenance of all Agency master forms, such as application forms, leave request forms, personnel requisition forms, etc. Check references and conduct background checks, when applicable, on behalf of hiring managers. Perform verifications of employment status for current and past employees, ensuring compliance with agency confidentiality procedures. Perform routine and/or clerical components of all projects as assigned such as, but not limited to: filing, faxing, writing memorandums, writing letters, fielding telephone calls, and mail sorting. Maintain an organized, neat workspace, while upholding agency security procedures for confidential information. Explore new ways of improving workflow and efficiency of job. Provide query reports for terminations, new hires, etc.
5 At management's request. Comply with all Agency policies, procedures and safety standards throughout work areas and maintain same to meet CARF, Department of Labor, and other regulatory standards. Other duties as assigned. Qualifications Must be a customer friendly, professional, organized, detail oriented individual. Excellent computer and written/oral communication skills required. Must maintain the ability to pass a criminal background check. Education and Experience Some college or technical school courses and at least two in Human Resources or equivalent combination of education and experience. Well versed in Microsoft word, Excel, Access and spreadsheets. PHR/SPHR preferred. Physical Demands While performing the duties of this job, the employee is frequently required to sit.
6 The employee is occasionally required to talk or hear. The employee must occasionally lift and/or move up to 20 pounds. Work Environment The work is normally performed in an office environment.
