1 Resolution NO. 146 Series of 2021 October 28, 2021 WHEREAS,Section15 ArticleIIofthe1987 ConstitutionstatesthattheStateshallprote ctandpromotetherighttohealthofthepeoplea ndinstillhealthconsciousnessamongthem;WH EREAS,Section2(b) ( )mandatestheInter-AgencyTaskForcefortheM anagementofEmergingInfectiousDiseases(IA TF)topreventand/orminimizetheentryofsusp ectedorconfirmedpatientswithemerginginfe ctiousdiseasesinto the country;WHEREAS,onSeptember10,2020, ( )furtherextendingtheperiodoftheStateofCa lamitythroughoutthePhilippinesuntilSepte mber 12, 2021, unless earlier lifted or extended as circumstances may warrant;WHEREAS,theDepartmentofHealth(DO H),theUniversityofthePhilippines-Philipp ineGenomeCenter(UP-PGC),andtheUniversity ofthePhilippines-NationalInstitutesofHea lth(UP-NIH) (Alpha), (Beta), (Gamma) ,UP-PGH, (Delta)variantthatwasfirstdetectedinIndi a.

2 WHEREAS,thecontinuedimplementationofproa ctivemeasuresandrestrictionsmustbeputinp lacetoslowdownthesurgeinCOVID-19cases,st opfurtherspreadofvariants,buytime for the health system to cope, and to protect more ,THEREFORE,BEITRESOLVED,asitisherebyreso lved,thattheIATF approves the ,therecommendedstrategyoftheNationalTask ForceAgainstCOVID-19anditsVaccinationClu sterfortheVaccinationRolloutfortheRestof thePediatricPopulation(ROPP)toachievethe vaccinationrateofeightypercent(80%) ,thespecifics of which are as ( )issuedon12 August2021,shallbeexpandedtoYellowListco untries/ ,andwithinTerminal3oftheNinoyAquinoInter nationalAirport,andfurtherlimitedforcoun tries/ (DFA),BureauofQuarantine(BOQ),andtheBure auofImmigration(BI) (DOTr)andcomposedofitsattachedofficesand agenciessuchastheOne-Stop-Shop(DOTr-)SS) ,CivilAeronauticsBoard(CAB),CivilAviatio nAuthorityofthePhilippines(CAAP)andManil aInternationalAirportAuthority(MIAA),the DepartmentofHealth(DOH),togetherwithitsT echnicalAdvisoryGroup(DOH-TAG)andBOQ,the DFA,theDepartmentoftheInteriorandLocalGo vernment(DILG),theDepartmentofTourism(DO T),theDepartmentofLaborandEmployment(DOL E)andOverseasWorkersWelfareAdministratio n(OWWA),theBI,andtheNationalTaskForceAga instCOVID-19(NTF)toformulateandproposere commendationsforspecialpilottestingandqu arantineprotocolsfortravelers(Filipinosa ndBalikbayansandtheirfamilies)comingfrom GreenandYellowListcountries/territories/ jurisdictions; ,Section[1]Par.

3 5 thereof is hereby amended as ,allotherestablishments, ,theyareencouragedtooperatewithaminimalo n-sitecapacity, , to guidelines issued by the DOT and the IATF; (IELTS),TestofEnglishasaForeignLanguage( TOEFL),OccupationalEnglishTest(OET),Grad uateRecordExam(GRE),InstituteofCertified ManagementAccounting(ICMA),CharteredFina ncialAnalyst(CFA),SocietyofActuaries(SOA ), and MPHS shall be strictly ( )issuedon14 October2021shallbeamended as , ,OFWsandtheirspouse,children,parent/stra vellingwiththemvaccinatedabroadmaypresen ttheirdigital/physicalvaccinationcertifi cateoftheforeigngovernmentwheretheywere vaccinated without the need of a reciprocity agreement;B.(i)Filipinoswhoarenon-OFWsva ccinatedinthecountryorabroad,and(ii)fore ignersvaccinatedinthePhilippines-eithert heirVaxCertPHdigitalvaccinationcertifica te,BureauofQuarantine/WorldHealthOrganiz ation-issuedInternationalCertificateofVa ccinationorProphylaxis(ICV),orthedigital certificateoftheforeigngovernmentwhereth eywerevaccinated,whichhasacceptedVaxCert PHunderareciprocalarrangement unless otherwise permitted by the on shall be opened for domestic use; (LGUs)thatdonothaveanyelectronicvaccinea dministrationsystemsshallberequiredtoado ptandusetheDepartmentofInformationandCom municationsTechnologyVaccineAdministrati onSystem(DVAS)forrecordinganddatabasing of all vaccination information.
