It provides an early-on estimate of manpower, personnel, and TRAINING requirements needed to support the employment concept currently beingconsidered. It also contains appropriate and pertinent data required to make accurate decisionsconcerning TRAINING alternatives for the IFFITTS program will be procured as support equipment and has no acquisitionprogram classification.

2 The program is in the Engineering and Manufacturing Developmentphase; Milestone II was reached during third quarter FY96 and Milestone III is scheduled forfourth quarter FY98. INITIAL Operational Capability is scheduled for first quarter IFFITTS will replace the AN/APM-349, AN/APM-378, and AN/APM-424 test setswhich are difficult and extremely costly to support due to production status, low reliability undernew operational requirements, and ever increasing parts obsolescence problems. The IFFITTS will be of a modified Non-Developmental Item design consisting of several Commercial Off-The-Shelf equipment and a previously designed controlling section. As such, little can be done toinfluence the design of the IFFITTS is a portable, hand-held test set capable of performing flight line carrier deckrapid indication of the operational readiness of AIMS MK XII transponders and AIMS 65-1000interrogators.

3 Testing will be accomplished through radiated or direct coupled testing of MK XIItransponder and interrogator modes 1, 2, 3/A, C, identification Friend or Foe Mode 4 andtransponder Mode requirements analysis based on the present IFFITTS employment and maintenanceconcepts indicates no new formal courses will be required. INITIAL operator TRAINING will beconducted by the selected contractor at the Naval Air Warfare Centers Patuxent River, Marylandand Indianapolis, Indiana to Technical and Operational Evaluation personnel and Naval AviationEngineering Services Unit (NAESU) personnel. All organizational level navy AviationElectronics Technicians and equivalent Marine Corps personnel will receive their INITIAL IFFITTS operator TRAINING at their respective commands from NAESU representatives.

4 Follow-on(replacement) IFFITTS operator TRAINING requirements will be satisfied by including the pertinentIFFITTS data in existing Type/Model/Series organizational level courses. If intermediate levelmaintenance is to be performed by organic personnel, it is estimated this TRAINING will only beminimal in nature and within the capability of FRIEND OR FOEINTERROGATOR TRANSPONDER TEST SETiiTABLE OF CONTENTSPageExecutive iList of ivPART I - TECHNICAL PROGRAM , Personnel, and TRAINING I-2E. It includes the proposedtraining sites, TRAINING equipment, TRAINING course information, and billet and INITIAL NTSP is a product of the TRAINING Planning Process Methodology (TRPPM)which is the navy s replacement for the Hardware/Manpower (HARDMAN) Integration ProgramMethodology.

The identification Friend or Foe Interrogator/Transponder Test Set(IFFITTS) will be used at organizational level maintenance activities, day or night, ashore andafloat. The equipment will be assigned to intermediate level maintenance activities and checkedout by organizational level maintenance activities on a sub-custody basis. The intermediate levelmaintenance activity will be responsible for maintenance of the IFFITTS. The primary purpose ofthe equipment will be identification of Unit Under Test operational status via a Go/No-Go Foreign Military Sales.

9 No Foreign Military Sales or other procurements are plannedfor the IFFITTS at this DEVELOPMENTAL TEST AND OPERATIONAL TEST. Developmental andoperational testing will commence concurrently during the second quarter FY98 at Naval AirWarfare Center-Aircraft Division (NAWCAD) Patuxent River, Maryland, and NAWCADI ndianapolis, AIRCRAFT AND/OR EQUIPMENT/ SYSTEM /SUBSYSTEM REPLACED. TheIFFITTS will replace the AN/APM-349, AN/APM-378, and AN/APM-424 test DESCRIPTION OF NEW DEVELOPMENT1. Functional Description. The IFFITTS will be used at organizational level maintenanceactivities, both ashore and afloat, to provide rapid pre-flight go/no-go testing of the operationalstatus of AIMS MK XII transponder systems and AIMS MK 65-1000 interrogator systems.
