These measures bring the Social Security withholding rate actually paid by employers down to 10% at the minimum-wage cost-reducing measures for low-wage jobs were rolled out beginning in the 1990s and bolstered during the 2000s, increasing the maximum exemption percentage and broadening the measures to cover more workers.)
