Butler, Installation Safety Office Area of consideration : Japan Wide (MLC/IHAs employed in Japan) MLC/IHA Closing date: 14 Jan 22 Summary of duties: Coordinates, conducts, and administers the safety inspection process for facilities aboard the installation, accident/complaint investigations, hazard evaluations, consultation assistance, and plans review as directed by the supervisor.

4 Manages or assists the program manager with maintaining all aspects of assigned core safety service programs to include one or more of the following: Blood-Borne-Pathogens, Confined Space, Ergonomics, Fall Protection, Hazardous Communication, Hearing Conservation, lockout/Tag out, Personnel Protective Equipment and Respiratory Protection. Other non traditional safety programs such as management of the Automated Heat Stress System may be assigned. Develops lesson plans and support materials; schedules, coordinates and conducts various safety briefings, training courses, and professional development classes for military personnel and civilian workforce both in English and japanese . Attends safety meetings at various organizational segments rendering advice and solving problems in regards to a Safety and Occupational Health (OSH) matters. Evaluates safety related suggestions recommending appropriate action.

5 Attends training classes both on and off island to develop and maintain proficiency and/or required certifications in the OSH field etc. Qualification Requirements 1. Must be able to speak, write, and read English at the minimum proficiency level equivalent required by this Position (LPL-3 or above). 2. Must be advanced in the use of MS Excel, PowerPoint, Access and Word. 3. Must have knowledge of the internet and be able to conduct research on various data. 4. Must have comprehensive knowledge of Occupational Safety and Health inspections and program Management 5. Must be able to speak, write and read, translate and interpret japanese to English and vice versa proficiently. 6. Must have be completed some or all of the below Naval Safety Center or Equivalent training courses: Confined Space (NSC A-493-0030 or OSHA 2264), Respiratory Protection Program Managers Course (NSC A-494-0072 or OSHA 2220), Fall Protection (NSC A-493-0103 Competent persons course or A-493-0099 Online Programs manger s course or Gravitec), Ground Mishap Investigators Course or Mishap Investigation Ashore (NSC A-493-0078), Industrial Noise (NSC A-493-0092), Ergonomics (NSC A-493-0085 resident or Online A-493-0085), Electrical Safety (NSC A-493-0033 or OSHA 3095), Hazardous Materials (NSC A-493-0331, or A-322-2600 online, A-322-2604 resident), Ground Safety for Marines (GSFM), Introduction to NAVOSH Ashore (NSC A-493-0050), Fire Life Safety Code (NSC A-493-0075), Machine Guarding (NSC A-493-0075 or OSHA 2045) Target Level.
