The Continuing Appropriations Act, 2018 3(division D of Public Law 115-56) is amended 4(1) by striking the date specified in section 5106(3) and inserting February 16, 2018 ; and 6(2) by adding after section 147 the following: 7 SEC. 148. Funds appropriated by the Department 8of Defense Missile Defeat and Defense Enhancements Ap-9propriations Act, 2018 (division B of Public Law 115-96) 10may be obligated and expended notwithstanding section 11504(a)(1) of the National Security Act of 1947 (50 123094(a)(1)).

Amounts made available by section 101 5for National Aeronautics and Space Administration Ex-6ploration may be apportioned up to the rate for oper-7ations necessary to maintain the planned launch capability 8schedules for the Space Launch System launch vehicle, 9 Exploration Ground Systems, and Orion Multi-Purpose 10 Crew Vehicle programs.

Amounts made available by section 101 12for Department of Energy Energy Programs Office of 13the Inspector General may be apportioned up to the rate 14for operations necessary to sustain staffing levels achieved 15on June 30, 2017. 16 SEC. 152. Amounts made available by section 101 17for Small Business Administration Business Loans Pro-18gram Account may be apportioned up to the rate for oper-19ations necessary to accommodate increased demand for 20commitments for general business loans authorized under 21section 7(a) of the Small Business Act (15 636(a)). 22 SEC. 153. 4 Stafford Disaster Relief and Emer-4gency Assistance Act (42 5170 et seq.), to avoid 5significant adverse funding impacts that would otherwise 6result from the disaster and that would otherwise prevent 7a public housing agency from leasing up to its authorized 8level of units under contract (but not to exceed such level), 9upon request by and in consultation with a public housing 10agency and supported by documentation as required by 11the Secretary that demonstrates the need for the adjust-12ment.. 13 SEC. 2002. The Further Additional Continuing Ap-14propriations Act, 2018 (division A of Public Law 115-96) 15is amended by striking section 1002.

SIX-YEAR FUNDING EXTENSION OF THE CHIL-1 DREN S HEALTH INSURANCE PROGRAM.

6 2(a) FUNDING. 3(1) IN GENERAL. Section 2104(a) of the So-4cial Security Act (42 1397dd(a)), as amend-5ed by section 3201(a) of the CHIP and Public 6 Health Funding Extension Act (division C of Public 7 Law 115 96), is amended 8(A) in paragraph (20)(B), by striking ; 9and and inserting a semicolon; 10(B) by striking paragraph (21) and insert-11ing the following new paragraphs: 12 (21) for fiscal year 2018 , $21,500,000,000; 13 (22) for fiscal year 2019, $22,600,000,000; 14 (23) for fiscal year 2020, $23,700,000,000; 15 (24) for fiscal year 2021, $24,800,000,000; 16 (25) for fiscal year 2022, $25,900,000,000; 17and 18 (26) for fiscal year 2023, for purposes of mak-19ing two semi-annual allotments 20 (A) $2,850,000,000 for the period begin-21ning on October 1, 2022, and ending on March 2231, 2023; and 23 (B) $2,850,000,000 for the period begin-24ning on April 1, 2023, and ending on Sep-25tember 30, 2023.

Notwithstanding any 2other provision of law, insofar as funds have been 3appropriated under subsection (a)(21) of section 42104 of the Social Security Act (42 1397dd), 5as such subsection is in effect on the day before the 6date of the enactment of this Act, to provide allot-7ments to States under the State Children s Health 8 Insurance Program established under title XXI of 9the Social Security Act (42 1397aa et seq.)

9 Section 2104(m) of the So-1cial Security Act (42 1397dd(m)), as amend-2ed by section 3201(b) of the CHIP and Public 3 Health Funding Extension Act (division C of Public 4 Law 115 96), is amended 5(A) in paragraph (2)(B) 6(i) in the matter preceding clause (i), 7by striking (19) and inserting (25) ; 8(ii) in clause (i), by striking and 92017 and inserting , 2017, and 2023 ; 10and 11(iii) in clause (ii) 12(I) in the matter preceding sub-13clause (I), by striking and paragraph 14(10) ; and 15(II) in subclause (I), by inserting 16 (or, in the case of fiscal year 2018 , 17under paragraph (4)) after clause 18(i) ; 19(B) in paragraph (5), by striking 2018 20and inserting 2023 ; 21(C) in paragraph (7) 22(i) in subparagraph (A), by striking 23 2017 and inserting 2023.
