2 Added language to assign the 2018 Advanced Camp End-of-Camp Commissionees to the FY18 Cohort. Reads as follows: FY18 Cadets who commission following Advanced Camp 2018 will be included in the FY18 Cohort due to an increased Active Component accession mission for FY18. Paragraph 2-8 Personnel Security Management ROTC Program Responsibilities- revised to read as follows: Paragraph 2-8c Administrative Procedures added to include all Cadets branched MI, CY, OD (EOD only) for obtaining TS/SCI (T5) Investigations. Revised to read as follows: TS/SCI (T5) Investigations are required to be submitted for all Cadets (regardless of component) selected for basic branch and/or control branch to Military Intelligence (MI), Cyber (CY), or Ordnance (OD) (EOD Selects Only) prior to commission date.

3 (1) US Army Reserve (USAR) selectees: All Cadets who have a Vacancy Hold Report (VHR) with a valid control number branched in MI, CY, or OD (EOD only) must have their TS/SCI (T5) investigations initiated prior to commission. The USAR G2 will initiate the T5 in direct coordination with the Cadet. The SROTC Program will provide assistance to complete fingerprints. Once the T5 questionnaire is available for completion, the Cadet is responsible to complete this action within 90 business days or risk losing the assigned branch. (2) Army National Guard of the United States (ARNGUS) selectees: All Cadets who have a Letter of Agreement (LOA) from the State Officer Strength Manager with a paragraph and line number branched MI, CY, OD (EOD only) will receive assistance 2 USACC Circular 601-19-1 1 July 2018.

4 From their SROTC Programs to complete fingerprints. Subsequent to completion of fingerprints Cadet is responsible to coordinate with the Army National Guard to initiate the T5. Appendix B: Note changes for 3 Dec 2018: All Cadets branched CY, MI, and OD (EOD. only) require a T5 Security Clearance to be initiated. USACC G33 Personnel Security Division will assist with initiation of T5s for Active Component no later than 3 Dec 2018. USAR and ARNGUS officers will follow instructions admin instruction in paragraph in 2- 8c (1) and (2). The new requirement is that SROTC Programs will assist with completing fingerprints for these Cadets but the USARC G2 or State OSMs will continue to initiate the T5 Security Clearances.

5 Appendix D The FY19 ROTC Outcomes Metrics List (OML) Model changed slightly to include the deletion of the CLA, adding Advanced Camp and RECONDO points. Appendix D-1c (2) - CCIMM data entry: Reduced the SROTC Program requirement for two OML Component and Branch Selection Input Complete boxes to only one. New change requires that PMS and Cadet indicate record verification/validation complete . with a check in the OML Component and Branch Selection Input Complete box. Appendix D-1a (1) The Accessions GPA increased from 26% to 31% of the overall OMS. Appendix D-2b (1) (a) PMS Rating of Potential increased from 11% to 14%.

6 Appendix D-2b (1) (b) PMS Ranking decreased from 12% to 7%. Appendix D-2b (2) (c) RECONDO is added back into Advanced Camp as a separate entry and is worth 1% of the overall OMS. Appendix D-2c (2) (a) & (b) APFT Fall and Spring changed from each to 3% each. Appendix D-2c (2) (c) Advanced Camp APFT added and is worth 6% of the overall OMS. Appendix E: Replaced outdated form at Figure E-1 with new Example of Cadet Evaluation Report; ROTC CDT CMD Form 67-10-1 (May 2015). Updated language and deleted phrase must select for Active Duty in Part V. Appendix F: ROTC Cadet Accessions Management Sheet (AMS) on pages 51-53 is not the latest version.

7 The new AMS is under revision and will not be available in CCIMM. until July 2018. ASD will send notice when completed. Appendix F-3: Added language to paragraphs F-3(11) and (12) to clarify procedures for completing BOLC Assignment Preference Sheet (218-R). 9 This declaration of intent is in addition to the official request as specified in this circular Appendix M, 10-Gold Bar Recruiter Program. To prevent sending conflicting active duty availability dates, Cadets or school staff should not submit a GBR packet with a beginning date earlier than the date entered in Part II item 2. (I desire to enter active duty on/or about: 1st X, 2nd X, 3rd X.). o See Appendix M-4 changes explained below for annotations on 218-R regarding blocks 19A and 19B for Cadets requesting GBR.
