Compliance with this Memorandum is mandatory.

2 To the extent its directions are inconsistent with other Air force publications, the information herein prevails, in accordance with AFI 33-360, Publications and Forms Management. This memorandum implements utility system reporting, and additional metering requirements, in support of energy and mission assurance on Air force installations. The attachment to this memorandum details specific changes to Air force Instruction 32-1061. This memorandum becomes void after one year has elapsed from the date of this memorandum, or upon incorporation by interim change to, or rewrite of Air force Instruction 32-1061, whichever is earlier. 3 Use sections below in lieu of the same sections in the current AFI. 1. Utility Services Impact. Utility services have a direct impact on Air force installation missions. Electrical power, natural gas and other energy sources, along with water and wastewater utilities, are vital to launch and recover air and space vehicles, and conducting cyber operations. Mission success often hinges on reliable, resilient utility systems. 2. Utility System Performance Measurements. Utility System Performance Measurements measure and document the performance of all Air force utility systems, regardless of whether a system is privatized or not. Utility System Performance Measurements are not to be confused with System Owner (contractor) performance requirements for privatized systems.

4 When a system is privatized, the System Owner s performance is measured and assessed by the Contractor Performance Assessment Reporting System or other tools, as prescribed by procurement regulations and their supplements. 3. The following requirements shall be met on a monthly basis to measure, document and report a utility system s performance. Utility system performance is reported regardless of whether the system is privatized, government-owned and operated, or if maintenance is performed by the government s Base Operating Support contractor. The BCE is responsible for reporting (or delegating reporting) installation data to AFCEC using the approved energy management information technology system, or other format as determined by AFCEC.

5 (T-1) Note: Utility system performance on geographically separated units is included and rolled up with the parent installation report. Tenants and ANG units should follow the same reporting regimen used for reporting Annual Energy Management and Resilience Report data, or as established by AFCEC or MAJCOM. Document and report performance measurements for the installation s electrical distribution, natural gas distribution, potable water distribution, and wastewater collection and treatment systems in accordance with paragraphs , , and , below. Document and report the number of emergency service requests received by the Requirements and Optimization Element, logged against the utility system facility number.

6 Document and report all forced (unplanned) sustained utility system outages within 72 hours of the disruption. A forced sustained utility outage is defined as the state of a utility system when it is not available to perform its intended function at one or more facilities for five minutes or longer, due to an unplanned event directly associated with that utility. An unplanned outage is an outage that could not have been deferred or rescheduled. Document and report the total accumulated time of outages (from paragraph of this AFGM) for each utility system. This is the sum of outage time accrued from outage occurrences (during the month) as reported in paragraph of this AFGM.

All meter system/inventory/consumptive data call requirements, such as the Annual Energy Management and Resilience Report from the Office of the Secretary of Defense, will be accompanied by supplementary instructions from AFIMSC and/or AFCEC to ensure proper use, collection, and analysis of meter data. Instructions will include, at a minimum, the Advanced Meter Reading System (AMRS) to standardize the data required and help assure the data is correct. Installation energy managers will manage, analyze, and use metered consumption data as a tool to reduce energy and water consumption.

8 Installation energy managers, with assistance from AFIMSC and/or AFCEC, will identify and develop opportunities/initiatives into executable projects. All levels will use consumptive data to establish baselines, benchmark and promote energy awareness. All levels will use metered consumption data for performance compliance and energy analysis. On installations with privatized utility systems, energy managers must coordinate with the Utilities Privatization (UP) Contracting Officer s Representative and AFCEC/CIUU prior to programing energy and/or water reduction projects. (T-1) 6. Placement of meters ( , electric, natural gas, steam, and water) will be installed in accordance with SAF/IE Memo, Air force Meter Data Management Plan, 26 Feb 2014.

9 (T-1) Where cost effective and otherwise mandated, installation energy managers will implement programs to meet energy and water reduction goals in Executive Order 13834, Efficient Federal Operations, 17 May 2018 to include utilizing water meters to improve water conservation and management via facility water balancing, and advanced energy meters to optimize energy efficiency and performance in data centers. On installations with privatized utility systems, energy managers must coordinate with the UP contracting officer s representative and AFCEC/CIUU prior to funding and installing meters.
