The notion that supervising and evaluating'teachersmight lead to their PROFESSIONAL development has traditionally made sense;certainly, the emphasis on TEACHER evaluation suggests so. However, theliterature indicates that for teachers to change themselves or their teachingpractices, they must believe in the process: Educational change depends onwhat teachers do and think-it's as simple and as complex as that.
