2 OftheAct,prescribesthataccountingofficer s/ authoritiesmustensurethattheinstitutionh asandmaintainsanappropriateprocurementan dprovisioningsystemwhichisfair,equitable ,transparent, 'ssupplychainSCMsystemmust,interalia,pro videfortheadjudicationofbidsthroughabida djudicationcommittee,theestablishment,co mpositionandfunctioningofbidspecificatio n, :.a finalaward; recommendationtotheaccountingofficer/ authoritytomakea finalaward; :.allnecessarybiddocumentshavebeensubmit ted;.disqualificationsarejustifiedandtha tvalidandaccountablereasons/motivationsw erefurnishedforpassingoverofbids;scoring hasbeenfair,consistentandcorrectlycalcul atedandapplied.
