3 The OCS influencing access to Education goal supports women, youth and marginalised populations define priorities for inclusive, gender- sensitive governance processes that enable them to have enhanced access to appropriate and strengthened systems and accountability for quality transformative education and enduring systems for the provision of water, sanitation and hygiene. Oxfam in Liberia believes in and focuses on education as a fundamental human right that is critical for ending poverty and gender inequality. A transformative education that is learner-centred empowers learners and enables them to constructively consider multiple viewpoints and perspectives in dialogue with others and gives them the skills to engage in social actions 1. Job Purpose - Key Responsibilities and Accountabilities The Programme Manager Education/ Area Manager is responsible for providing strategic leadership, oversight management and supervision of Oxfam Liberia overall programme development and implementation southeast Liberia in Grand Gedeh, RiverGee, Sinoe and RiverCess counties through networking, coordination, partnership development, and quality assurance.

4 Further responsible for managing legal issues, human resource, finance, procurement and logistics and assets control. The Programme Manager Education/ Area Manager is responsible to ensure the rollout, development and implementation of Oxfam in Liberia education programme in a quality and timely manner under its one programme approach citizens having a voice and the right to be heard'. The Programme Manager Education/ Area Manager is required to devote seventy (70) percent of accountability to technical implementation and thirty (30) of accountability to advocacy and influencing supporting Oxfam's impact locally, regionally, continentally and globally through ensuring programme alignment to global key strategic objectives and programme standards. This position works in close collaboration with Oxfam Programme Director, other technical Programme Managers responsible for Gender Justice, WaSH, Livelihood and Income Generation, Humanitarian Emergencies and MEAL, and technical advisors to support building a strong team effort based on Oxfam core values of humility, accountability for action, impact, costs effectiveness and branding.

5 Strategic Management and Thought Leadership Working closely with Oxfam's country management, programme, finance, human resource and administration/logistics function and ensure the smooth operations of the field programmes. Responsible for the day to day oversight and coordination of all field office operations, managing staff performance, coordinating work schedules for programmatic synergies and effectiveness, maintain quality work and accountability and assuring compliance to Oxfam's and partners policies and procedures. Critically important to the field office operations linking all other positions in daily or weekly contacts for participatory and consultative decision making and efficient use of resources. Demonstrate competencies in multi-tasking, take tangible measures to strengthen and maintain strong interrelationship between program and program support functions.

6 Organize work of the teams, liaise and represent Oxfam in Liberia with local government authorities, local CSO partners and stakeholders, and work well under pressure by involving her or his workforce. Under the strategic leadership of the Programme Director, leads education programme strategy development, implementation and monitoring. Supports the strategic and technical rollout, planning, budgeting and implementation of the education programme strategy. Strengthens systems and structures that enhance access to and retention in quality non-formal and formal basic and technical education at national and local for poor and marginalised communities especially girls and young women, in partnership with civil society and the government Strengthens the cadre of qualified, trained, motivated and well-supported teachers, through partnerships established between teachers' unions, vocational centres and teacher training colleges with regional and international education driven organisations, women's rights and civil society organisations, education partners promoting increased involvement and capacity building to gather evidence and good practices to advocate for equitable access.

7 Quality and well financed education sector at local and national level. Increases the development and replication of innovative approaches and models to improve girls' and boys' access and to quality of education at local and national level. Contributes to the reduction of gender-based barriers that limit the retention of girls in school, through WaSH and education, and through shared programming with CSOs and INGOs specialised in prevention of gender-based violence and related specialised service delivery. Increases access to non-formal educational / capacity building programmes by women and men, and female and male youths, on their rights as citizens, on influence and advocacy, and on their human rights, constitutional rights, together with strategies and tools for constructive dialogue Provides thought leadership on thematic areas, staying up to date with the latest thinking, undertakes/commissions organised research and analysis and spends time in reflective consideration to develop a comprehensive understanding of the theme in Liberia, how it contributes to poverty and Inequality in the country, and ways of addressing these.

8 Programme Design, Development, Implementation and Monitoring Ensures the delivery of an education programme with demonstrable impact and is accountable for overall programme quality and learning. Working with the Monitoring Evaluation and Learning (MEAL) Manager, develops, implements and embeds a MEAL framework with smart indicators and annual targets, and knowledge management system, that will ensure the sharing of knowledge across education programme, partners, the government, other country programmes, and the broader confederation. Delivers an education programme with impact that contributes to the principle of one programme in Liberia, seeking synergy with the other themes Ensures that women's rights are central, are developed and protected in the program Manages staff, consultants and researchers as required, in accordance with Oxfam policy and procedures Participates in quarterly and annual financial management and budget review processes, leading on education budget process planning, and responsible for overall education programme budget tracking and performance.

9 Supports the development and delivery of innovative education programme aligned to the OCS. Participates in annual capacity assessment and design and support relevant development of knowledge, skills and attitude annually aligned to Oxfam's standards and OCS technical requirements. Working with Partners and Stakeholders Leads on education influencing and advocacy through alliance building with reputable civil society movements and development actors and identification of key issues and development of annual advocacy targets on women's rights and citizens having a voice and the right to be heard'. Develops a comprehensive understanding of Oxfam's partnership approach, including work with coalitions and networks, adopting a strategic, proactive perspective on how to achieve partner led approaches to achieve sustainable change Develops and facilitates links with civil society, the private sector and governments, initiating contacts and building associations that can be used to enhance Oxfam's work, and identifying key partners to collaborate with on the delivery of the programme Coordinates and mobilises technical support for the programme partners, accompanying them and ensuring high quality of programming.

10 Resource Mobilisation Working closely with the Funding Manager, participates in relevant fundraising activities, through the development of fundable concepts (at all levels) and by assisting in the development of donor proposals, budget submissions and other necessary activities to secure funding for programme objectives. Staff and Office Management Ensure with support from the HR team and Programme Director, the appropriate staffing of the field programme offices, planning and implementing specific actions to recruit, manage and motivate staff in the field offices as per Oxfam standards and procedures Assist in the development of safety and security procedures and protocols for the area of operation and ensure the understanding and strict compliance of staff at all times Work alongside the Logistics team to manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field area In close coordination with the Country Security Focal Point, and systems staff, optimally manage the field office.
