6 Whenapproved by the fire code official, buildings and facilitieswhere hazardous Materials are stored, used or handled shallbe permitted to comply with this section as an alternative tocompliance with the other requirements set forth in this chap-ter and Chapters 51 through Objective. The objective of Section is toprotect people and property from the consequences ofunauthorized discharge, fires or explosions involving haz-ardous Functional statements. Performance-baseddesign alternatives are based on the following functionalstatements:1. Provide safeguards to minimize the risk of unwantedreleases, fires or explosions involving Provide safeguards to minimize the consequences ofan unsafe condition involving hazardous materialsduring normal operations and in the event of anabnormal Performance requirements.

7 When safeguards,systems, documentation, written plans or procedures,audits, process hazards analysis, mitigation measures,engineering controls or construction features are requiredby Sections through , the details ofthe design alternative shall be subject to approval by thefire code official. 8 Safeguards shall be provided to minimize therisk of an unintentional reaction or release that couldendanger people or Spill mitigation. Spill containment systemsor means to render a spill harmless to people or prop-erty shall be provided where a spill is determined to bea plausible event and where such an event wouldendanger people or Ignition hazards. Safeguards shall be pro-vided to minimize the risk of exposing combustiblehazardous Materials to unintended sources of Protection of hazardous Materials . Safe-guards shall be provided to minimize the risk of expos-ing hazardous Materials to a fire or physical damagewhereby such exposure could endanger or lead to theendangerment of people or Exposure hazards.

9 Safeguards shall beprovided to minimize the risk of and limit damage froma fire or explosion involving explosive hazardous mate-rials whereby such fire or explosion could endanger orlead to the endangerment of people or Detection of gas or vapor release. Where arelease of hazardous Materials gas or vapor wouldcause immediate harm to persons or property, means ofmitigating the dangerous effects of a release shall Reliable power source. Where a powersupply is relied upon to prevent or control an emer-gency condition that could endanger people or prop-erty, the power supply shall be from a reliable Ventilation. Where ventilation is neces-sary to limit the risk of creating an emergency condi-tion resulting from normal or abnormal operations,means of ventilation shall be Process hazard analyses.

10 Process hazardanalyses shall be conducted to ensure reasonably theprotection of people and property from dangerous con-ditions involving hazardous Pre-startup safety review. Written docu-mentation of pre-startup safety review procedures shallbe developed and enforced to ensure that operations areinitiated in a safe manner.
