A vehicle DEALER constitutes a person who purchases a vehicle with the intent to sell for a profit, or sells 5 or more vehicles with in a calendar year.
2 In this DEALER HANDBOOK you will fi nd complete instructions and LICENSING requirements for kansas vehicle and Manufactured Home Dealers and Salespersons, as well as forms necessary for your business operations. We hope this will be a valuable source of information for those licensed to manufacture, distribute, or sell vehicles or manufactured homes in the state of kansas , as well as for those involved in the enforcement of these regulations. NEW TO DEALER LICENSING ? kansas Dealers need to have computer access. Most DEALER transaction will need to be completed through the DEALER Portal. To gain access to the DEALER portal you will need to register on the kansas Customer Service Center. To get started, log on to and click on Register Now and follow the guided instructions.
3 Once your application has been received and all requirements have been met you will be invited to come to a class where you will receive your DEALER license and will cover critical working knowledge of expectations, laws and regulations on operating as a vehicle DEALER in the state of kansas . The provisions of this act which are applicable to such activities shall be administered in such a manner and will continue to promote fair dealing and honesty in the vehicle industry or the mobile home industry and among those engaged therein without unfair or unreasonable discrimination or undue preference or advantage.
6 It is further declared to be the policy of this state to protect the public interest in the purchase and trade of vehicles and manufactured homes, so as to insure protection against irresponsible vendors and dishonest or fraudulent sales practices. 9 It is unlawful and constituted as a misdemeanor, punishable by a fine not to exceed $2, f or any person to do business as a motor vehicle DEALER , salvage vehicle DEALER , motor vehicle manufacturer, motor vehicle converter, auction motor vehicle DEALER , or SALESPERSON without a license issued by the Director. The isolated or occasional sale of a vehicle by a person who owned such vehicle shall not constitute the doing of business as a vehicle DEALER . 10 The DEALER LICENSING computerized the LICENSING process and implemented a Filenet Imaging system that stores imaged documents by folder ID. In April 2007 the DEALER LICENSING implemented a web-based application. This system automatically issues a folder ID when the original application is received and entered into the system. When the license number is ready to be issued, a DEALER number is given corresponding with the range of numbers that identifies the type of license issued. The DEALER number can change depending on the license type. LICENSE REQUIREMENTS All statutory and business requirements must be met prior to the issuance of a license. There are two field investigators that make routine inspections to ensure requirements are maintained.
