I t e x p a n d s t h e r e s p o n s i b i l i t i e sassociated with Category Codes , outlinesthe information required for maintenanceof Category Codes , and provides defini-tions of Buildings and Facility Types. This regulation should be used with De-partment of the Army Pamphlet 415 This regulation applies toall elements of the Active Army, ArmyNational Guard, and Army Reservet h a t a r e i n v o l v e d i n c o n s t r u c t i o n , p l a n -ning, maintenance, rehabilitation, invento-r y i n g , i d e n t i f y i n g , a n d c l a s s i f y i n g o fArmy real Property facilities.

4 No changesare anticipated to this regulation and exception proponent of this regulation is theAssistant Chief of Staff for InstallationManagement. The proponent has the au-thority to approve exceptions or waiversto this regulation that are consistent withcontrolling law and regulations. The pro-ponent may delegate this approval author-ity, in writing, to a division chief withinthe proponent agency or a direct reportingunit or field operating agency of the pro-ponent agency in the grade of colonel orthe civilian equivalent.

5 Activities may re-quest a waiver to this regulation by pro-v i d i n g j u s t i f i c a t i o n t h a t i n c l u d e s a f u l lanalysis of the expected benefits and musti n c l u d e f o r m a l r e v i e w b y t h e a c t i v i t y ssenior legal officer. All waiver requestswill be endorsed by the commander ors e n i o r l e a d e r o f t h e r e q u e s t i n g a c t i v i t yand forwarded through their higher head-quarters to the policy proponent. 9 PurposeThis regulation is provided so that all Army owned and planned facilities can be accounted for using a uniform realproperty Category coding system. It complies with Department of Defense Instruction (DODI) established bythe Office of the Secretary of Defense for uniformity among the Armed Services. It permits the Army to account forand control facilities on all installations in a compatible manner. It meets the congressional requirements for construc-tion budget submissions and for accountability to the Congress for all Army facilities in accordance with Section 410of Title IV, National Security Act of 1947 as amended by Title 10, Section 2721, United States code (10 USC 2721).
