3 Practices used to support statewide emergency management activities before, during and after emergencies and enhance Cal OES mission to protect life, property, and the environment. Audience and Intended Use The intended audience for this document is Cal OES and supporting GIS stakeholders, including local, tribal, state and federal emergency management partners and other non-governmental supporting partners. This document outlines Cal OES GIS capabilities in support of emergency management operations before, during and after emergencies.

4 The ConOps will serve as a guide to local, tribal, state, and federal partners providing geospatial support to emergency management activities in California. Organizational Structure The Cal OES GIS Division is responsible for developing, managing and coordinating all geographic operations for Cal OES. 5 Steady State Operations GIS activities that support Cal OES daily operations and activities, such as plan development, mitigation projects, steady state response, and recovery operations and exercise support. 7 Cal OES GIS acts as the curator for these data, which are collected from the originating authoritative sources based on daily and incident-specific operational needs. Data Catalog The GIS Division curates data from authoritative sources across the public, non-governmental and private sectors to support Cal OES emergency management operations. These data are organized into Minimum Essential Data Sets (MEDS) and Essential Elements of Information (EEIs) organized by Emergency Service Function. A sampling of these data is below.

9 E May 2017 Cal OES GIS Concept of Operations Operational Workflows GIS provides support to Cal OES Steady State and Incident-specific operational workflows as follows. GIS Support of internal Cal OES Steady State Operations Cal OES business units may request a GIS product in support of their steady operations through the request process available on the Cal OES intranet. GIS will review the request to ensure alignment with Executive s GIS strategic direction andpriorities. Requested GIS products should meet at least one of the following objectives: Support more effective decision-making Streamline workflow productivity Improve identifiable outcomes GIS Support of Cal OES Incident Operations GIS provides direct support to incident operations through GIS representation on Cal OES Incident Support Teams (IST), ad hoc support to incident operations prior to IST activation, and sustaining support after IST demobilization.
